Business of Supply  Mr. Speaker, in London, Ontario, the city I represent, General Dynamics Land Systems is a very important company, employing over 2,000 people. It is central to the defence sector in that city and it is central to the defence sector in our country. Could the hon. member tell the House why the NDP supported the work of the company, but now has changed it position?

Research and Development  Mr. Speaker, it gives me pride to rise and highlight post-secondary education, specifically two schools that are located in London, the city I have the honour of representing in the House. Western University is a world class research-intensive institution. It was an honour to recently announce the $66-million grant, the largest in the university's history.

London Knights  Mr. Speaker, I understand you are something of a hockey fan and therefore it brings me great pleasure to let you know that the London Knights won the 2016 Memorial Cup last night. Yesterday, the Knights defeated the Rouyn-Noranda Huskies in epic fashion to capture a national junior hockey championship.

Technology Sector  Mr. Speaker, it is my privilege today to recognize an evolving industry in my community of London North Centre. The tech sector has emerged over the past several years as a significant contributor to the local economy. Currently, over 300 tech firms operate in London. World-class companies, such as Diply, Big Blue Bubble, Race Roster, Ellipsis Digital and Big Viking Games, are doing innovative and creative work in the Forest City, and are global leaders in their fields.

I would ask my hon. colleague if she could comment on infrastructure and the investments our government is making in infrastructure, and how they will help municipalities.

Budget Implementation Act, 2016, No. 1  Certainly, Mr. Speaker, this government has spoken about the need to take pensions seriously, once and for all, in this country. We are looking at this in collaboration with the provinces and I would expect to see action on these sorts of measures. In addition, I would emphasize that while it would be useful and helpful to have information circulated to seniors on how they can receive the guaranteed income supplement increase if they are eligible, it is also the job of members of Parliament to spread that message.

Budget Implementation Act, 2016, No. 1  Mr. Speaker, as someone who saw his parents work 12 or 15 hours a day sometimes, I can say that what small businesses need most are customers. Therefore, this budget puts forward measures that would actually grow our economy and help small businesses grow their consumer base. It is interesting to me how, on the one hand, members who were in the previous government can now suddenly be champions of small business, but not ones of actually improving the economy in such a way that it would grow the customer base of small businesses, and therefore, benefit the Canadian economy.

That said, I will say, as I just mentioned to the previous speaker, we are intent on making sure that small businesses have the customer base they need to grow.

I speak for the people of London, Ontario, when I tell the people of Fort McMurray that we are thinking of them and that our prayers are with them. We in London and Canadians across the country are also thinking of any members opposite, specifically those members who represent Alberta ridings, who have friends and families who might be impacted.

Canadian Heritage  Mr. Speaker, many Canadian films have received international acclaim in the past year. One fine example is the Telefilm Canada-funded movie, Room, a Canadian Screen Awards- and Oscar-winning picture. Room is a Canada–Ireland audiovisual treaty co-production. It stars Canada's own Jacob Tremblay and is written by the Irish Canadian author Emma Donoghue who now lives in London, Ontario, part of which I represent.

Criminal Code  Mr. Speaker, I would like to echo the statements of my hon. colleague who just spoke. Linda MacDonald and Jeanne Sarson have been tireless advocates on this issue. I would also like to thank in addition to Jeanne and Linda, the Native Women's Association of Canada, Amnesty International for supporting the bill in principle, the Canadian Nurses Association of Canada, and the Canadian Federation of University Women.

Criminal Code  Mr. Speaker, in my view there is no charge that comes close. There is section 269.1 of the Criminal Code, but that applies only to acts of state torture, acts committed by state officials for the purposes of extracting information, for example, or for some other purpose. Aggravated assault is on the books but for the reasons I outlined in my speech, it does not nearly capture what has happened to these victims of torture.

Criminal Code  Mr. Speaker, indeed, I am open to amendments. I would invite colleagues to allow this bill to move to committee where it can be studied. In particular, on the concerns around sentencing, I am open to having the sentence lowered. In this private member's bill, I have called for a punishment of up to life in prison.
