Transport committee  I would not use “self-regulation”. We believe it is an additional requirement, where we ask the industry to do additional work with us. But it's not delegation, and it's not self-regulation--definitely not--because they currently have to abide by a series of requirements, and we're adding an additional requirement.

We started to consult before September 11, and at that time the proposed changes were mainly the same as you see here, except there were more security amendments to enhance the security provisions. When September 11 happened they decided to fast-track those proposed changes on the security side.

Transport committee  We have prepared what we call an administrative consolidation. We have taken the current act and superimposed the new proposed changes, identifying them with grey shading. It gives you an idea. We could provide this kind of document to the committee to give you an idea of the current legislation and the proposed amendments.

Transport committee  It will go from letters of warning to assurance of compliance agreements with companies, that if they don't comply with the regulations the fines will be doubled up, to the suspension or cancellation of certificates. So there will be more requirements and more enforcement tools in the tool box in the future if we accept those proposed changes.
