I would like to remind members that French is protected not just by one measure but by a series of measures. Over the past five years, our government has been working to protect French in Quebec, and we will continue to do so.

A whole series of measures is needed, and those measures will require all of us to really want to protect French. For the first time, the federal government is recognizing that there is a minority in Canada and North America: the francophone community.

Official Languages  Madam Speaker, I thank my colleague for her question. As I said yesterday in my initial comments on the bill introduced by the Bloc, I myself am an immigrant, a child of Bill 101, and a Canadian citizen who did not speak French when she became a Canadian citizen. What matters is offering French language courses, providing support and welcoming immigrants to our country.

Official Languages  Madam Speaker, the government believes that all newcomers, including francophone immigrants, contribute to Canada's vitality. To attract francophone newcomers, the minister announced on October 27 that French-speaking and bilingual candidates will receive additional points under the express entry system.

I remind her that an order in council requires licence holders to be controlled by Canadian interests, and this order will not be affected by the bill. My question for her is the following. Would my colleague prefer that online companies not be subject to the provisions of section 3 of the act?

Broadcasting Act  Mr. Speaker, I thank my colleague for his question. I would like to remind him that we have an agency, the CRTC, that has been enforcing regulations to protect the creative sector and other local sectors since 1928. It is the best tool we have right now to ensure that, in the future, the web giants will contribute to local productions.

Once again, I think that it is important to give the CRTC the powers it needs to regulate what the web giants are doing so that we can reinvest in our creators and productions. The most important thing for the future is to increase investment revenue in local production.

Broadcasting Act  Mr. Speaker, I thank my opposition colleague for her question. I would like to remind her that our government is the first in 30 years to have invested so much in culture in Canada, particularly in Quebec. We doubled the budget of the Canada Council for the Arts. We reinvested in the CBC to protect our public broadcaster.
