Human Resources committee  Toronto created over 3,000 new licensed spaces and 2,000 fee subsidies in 59 centres in the first year of Best Start. This was funded through the federal transfers, of course. An additional 3,400 spaces were planned, and provincial transfers were slated at $125 million annually. All expansion under Best Start or any new future funding program in Toronto will be delivered in the not-for-profit sector, or delivered by our municipally directly operated sector.

International Trade committee  By 2004 this had risen to $3,000. Now, you can quote whatever fact you want, but in 1989 it was at $3,400. So the recession of the 1990s led to a collapse of income for the poorest. It's not surprising, because the poorest were the ones who became unemployed. We have seen a steady growth from $1,700 in 1997; $2,300 in 2001; $3,000 in 2004—that's market income.

Natural Resources committee  The energy from the sun is the same here in Canada as it is in Africa, India or anywhere else on earth. From a perpendicular angle, the sun generates 3,400 kilowatt-hours per square metre anywhere on earth. Of course, under cloudy conditions, it's a little different. Quebec and Ontario in particular—the two provinces I'm most familiar with—are fortunate to receive a fairly remarkable number of hours of sunshine during the winter.

Request for Emergency Debate  In Toronto, 30,000 people are visiting shelters. In Calgary, which has only 1,800 shelters, 3,400 people are looking for shelter. In Vancouver, 2,200 people are looking for a home. In Ottawa, 1,000 are looking for a home. In Victoria, over 700 people are looking for shelter and only 25% of the people living in shelters are working.

Homelessness  Thirty-two thousand people in Toronto, 4,779 children, stayed in a shelter last year. In Calgary 3,400 people live in a shelter and four people have died. In Vancouver, 2,174 people live on the streets, including 22 families with children. There are 700 homeless people in Victoria. In 1998 our large city mayors declared homelessness a national disaster.

Business of Supply  There are 58,000 people living in Canada with HIV-AIDS and one-third do not even know that they are infected. There are 3,400 Canadians who are newly infected every year. It is estimated that almost 11 people are newly infected with HIV in Canada on a daily basis. That means that every two hours a Canadian is infected with HIV.

Food and Drugs Act  It is estimated that Canada has 50,000 restaurants, 24,000 grocery outlets, 5,300 unregistered manufacturing plants, 1,710 registered fish, seafood and meat establishments, and 3,400 unregistered importers who would be subject to the inspection to verify the provisions of this bill. We could discuss a number of other items in the bill, but one of them is not just a fad but a reality.

Finance committee  I was just going to say that it relates to the question about what kind of child tax benefit the government is committed to provide to families. I know it's stalled around $3,300 to $3,400. A lot of groups are calling for that to be increased up to $5,000, to reflect the full costs for low-income Canadians of raising a child.

Health committee  Clark said, it's important to note too--and I didn't include this in my presentation--that the federal government does provide a child tax benefit that provides low- and modest-income families a fair degree of income support as a refundable tax credit. It provides up to, I think, around $3,400 per family for families with incomes less than around $27,000 per year. So that's substantial income support that would help towards healthier food choices. I'll let Alex or Geoff speak to the other half of your question, if they want to.

Finance committee  The second family, with two incomes and no outside day care costs, are also discriminated against by paying over $3,400 in income taxes. It seems the family that has both parents working and uses centre-based child care is highly favoured through the Canadian tax system. There is no difference in the child care costs of all three scenarios, except who does the child caring.

Criminal Code  Cannabis possession incidents increased 15% and cannabis cultivation cases, the marijuana grow op operations, have doubled from 3,400 incidents in 1994 to over 8,000 of them in 2004. In fact, the largest grow op in the country was in the riding beside mine, in the city of Barrie, in the old Molson plant. We had cocaine incidents increase by almost 70% in 2004, to almost 17,000; heroin-related incidents were up 19%, to almost 800; and drug importation offences were up 45%, to almost 1,000.
