Canada Elections Act  Coming from a northern riding in the Northwest Territories, this issue has raised a great deal of concern in my riding. It has been the subject of questions in our legislative assembly and it has raised the ire of northerners in my constituency and, I am sure, every other northern constituency across the country. These types of restrictions on voting, which we would be creating with the requirement for photo identification, would hit hardest among people in small communities across northern Canada, our aboriginal people and older people who live a simple life in many communities across the north and who may not have a driver's licence.

He would report directly to the House of Commons. Yesterday we met Mr. Marin, the Ontario ombudsman, who handles 25,000 complaints a year. That's the ultimate sanction on politicians, with all due respect: the ire of the electorate. I think that any prime minister, especially in a majority situation, who calls an early election after this becomes law will need to have a very, very good explanation for the Canadian people as to why he's calling the election early.

Supply  In my opinion, the Prime Minister of Canada was a bit out of line when he said that the Americans are not so bad and that the Europeans are behaving badly and should make further concessions. We need to be careful that this kind of statement does not draw the ire of people who, with one fell swoop, will eliminate our supply management program when it is not a subsidy program. Because of statements like that, the House of Commons needs to take a firm stand and tell all the negotiators, be they politicians or senior bureaucrats, that the House of Commons has adopted a motion to that end.

The secret document, made public by the Council of Canadians in September 2002, raised the ire of 10,000 Quebec producers of milk, poultry, hatching eggs and table eggs, four supply managed sectors. Westbank First Nation Self-Government Act  The Westbank First Nation is an Indian band within the meaning of the Indian Act. Its principal reserves, IR 9 and IR 10, are located in an area known as Westside adjacent to the city of Kelowna and the unincorporated community of Westbank. The population of the band is 594, 383 of whom lived on the land as of December 2002 but there may be a few more now.

Tax Conventions Implementation Act, 2004  That company is a tax evader, a tax fugitive which moved all of its company offshore so it does not have to pay American taxes. I wonder if it built into that IRS website a portal through which people who go to that website can funnel their money out of the country so they do not have to pay taxes on it in that country. That is how bad it is getting.

Supply  Madam Speaker, as opposed to suggesting that the motion raises ire on our side, this is a tremendous motion for two reasons. First, this is basically what we are doing already in going toward those goals. Second, it gives us the chance throughout the day to explain all sorts of programs, successes and regulations that we have put in place with respect to the Kyoto goals.
