Business of Supply  Madam Chair, I will be using my time to make a five-minute statement today and splitting it with the member for Central Okanagan—Similkameen—Nicola and the member for Regina—Lewvan. It's an honour to be back in the House representing my Kildonan—St. Paul constituents on the very last day of the parliamentary session.

Public Safety  Mr. Speaker, the Liberals are introducing syringes into our federal prisons so that inmates can “safely” inject illegal drugs. Inmates at the Edmonton Institution for Women have protested against the prison needle exchange program. They do not want it, yet rather than listening to these women, the Liberals are risking the lives of inmates and correctional officers in the name of harm reduction.

Pink Shirt Day  Mr. Speaker, bullying impacts people across Canada every day at school, on the playground and at the office. Cyber-bullying and online hate have also enabled bullies to hurt Canadians even when they are in their own homes. We know the consequences of bullying are enormous. Every year, Canadians who are bullied face significant mental health challenges and may even become suicidal.

Black History Month  Mr. Speaker, Black History Month is a time to celebrate, recognize and remember the significant contributions made by black Canadians to build our great country. From Hogan's Alley in Vancouver to Africville north of Halifax, black Canadians have a rich culture and generations-long history and have persevered through adversity and discrimination to thrive in Canada.

Public Safety  Mr. Speaker, in 2019, Winnipeg had the highest rates of violent crime in Canada. Robberies were up 45%. We had 44 murders, double the year prior. Almost all of this was related to the meth crisis, not from legal gun ownership. A 27-year veteran of Winnipeg police, Constable Rob Carver, said that a handgun seizure “won't change the threat level one iota,” and police chiefs across Canada agree.

Donwood Manor Personal Care Home  Mr. Speaker, I am honoured to deliver my first member's statement, and I am pleased to take this opportunity to acknowledge the 50th anniversary of Donwood Manor Personal Care Home, an important institution serving seniors in the North Kildonan neighbourhood of my riding. Donwood first opened its doors in 1970 and was founded by members of eight Mennonite Brethren Churches in Winnipeg.

Questions on the Order Paper  With regard to the establishment of a minister of state for Diversity, Inclusion and Youth to assist the Minister of Canadian Heritage: how many public service employees have been transferred from the Privy Council Office (PCO) to the Department of Canadian Heritage as a result of this change, broken down by secretariat or section of the PCO?

Resumption of debate on Address in Reply  Madam Speaker, I ask the member to consider the state of the Canadian economy under his government. About 71,000 Canadians lost their jobs in November, which I am sure he will remember. October 2019 had the highest number of personal bankruptcies in a decade, the most since the global financial crisis.

Resumption of debate on Address in Reply  Madam Speaker, there are many seniors in my riding and I have spoken to thousands of them over the last two years. I can say quite confidently that I agree seniors are facing serious financial consequences right now that are not being helped by the Liberal government's carbon tax, which, as we know, puts an increase on everything.

Resumption of debate on Address in Reply  Madam Speaker, I would support any measure that further supports Manitobans and the citizens in my riding. As I outlined in my speech, they are facing troubling economic times, particularly the youth. We are looking for a government that makes investments in the future of Canada that actually make reasonable impacts, lower taxes and keep the size of government small, while we invest in critical infrastructure.

Resumption of debate on Address in Reply  Mr. Speaker, I am pleased to split my time with the member for Kenora today. It would have been difficult to predict, over 150 years ago, that the shared vision of Canada's founding fathers who gathered to create a dominion from sea to sea would have led to a 29-year-old woman delivering the first speech of the new year and the new decade in our House of Commons.

Address in Reply  Mr. Speaker, with my first-ever question in the House of Commons, I would like to thank the people of Kildonan—St. Paul. They elected me on a mandate to fight for everyday Canadians, and that is exactly what I plan to do. As we know, there are troubling economic times on the horizon, and we heard today that the government's only plan is to spend more taxpayers' dollars.
