Criminal Code  Madam Speaker, I am based in research. I have heard it first-hand. I have talked to young women who said if they are attacked, they are not going to be protected, and I had to clear up that misinformation. We had to act quickly. We know that it has been just over five weeks. We know that well, since the Supreme Court's decision, but we are making it abundantly clear that committing any crime is not okay.

Criminal Code  Madam Speaker, I thank the hon. member for his support, and I will say with deep respect that five weeks is not slow.

Criminal Code  Madam Speaker, I want to reiterate what Bill C-28 would do, because that is why we are here tonight. Bill C-28 would amend the Criminal Code so that individuals would be held responsible for violence they commit while in a state of extreme intoxication if they ended up in that state through their own criminal negligence.

Criminal Code  Madam Speaker, the hon. member is my critic. I have deep respect for the member and for the way she leads with such empathy. It is important that we remember why we are here tonight and why we acted so expeditiously in this regard. It is my belief that lives are on the line. When we have the kind of misinformation that was rampant on social media, that creates fear.

Criminal Code  Madam Speaker, is this better?

Criminal Code  Madam Speaker, as mentioned, the Supreme Court ruling created a gap, and unfortunately, that gap was quickly filled with misinformation. I have a personal note. A couple of weeks ago, my daughter, Blaize, came home from school. She is 17 years old. She said, “Mom, how messed up is it that people can just get drunk and then assault other people?”

Criminal Code  Madam Speaker, thank you for the opportunity to express my unequivocal support for Bill C-28. What I would like to do is focus on what this legislation means for the women and youth who are disproportionately impacted by violence, and more specifically, intoxicated violence. The extreme intoxication we are talking about is not about being drunk and not about being high.

Gender-Based Violence  Mr. Speaker, the violence that we have seen in Winnipeg is absolutely heartbreaking. Too many vulnerable women, girls, two-spirit and LGBTQQIA+ people have lost their lives. Frankly, one person is too many. The work of frontline organizations like Velma's House is absolutely essential.

Human Rights  Madam Speaker, I would like to thank the hon. member for St. John's East for her incredible advocacy. While it is always a time for celebration, pride season is also a moment to reflect on activists, many of whom are in my riding of Toronto Centre, who risked everything by living their truth.

Gender-Based Violence  Mr. Speaker, I would like to let the hon. member know that we on this side of the House have been standing up for women. When COVID-19 hit we were there with $100 million in shelter funding that helped 1,200 organizations. We knew, when the pandemic hit, that home was not safe for everyone, and we made sure that we provided the funding to help women.

Health  Mr. Speaker, I thank the hon. member for her advocacy. It is good to work with her. I will say this. My team and I are working on that. It is part of my mandate letter. We take it very seriously. We are also consulting with organizations on the ground that will inform us on the path ahead.

Women and Gender Equality  Mr. Speaker, next Tuesday, Canada joins the world in celebrating International Women's Day. This year's theme is “Women Inspiring Women”. Everywhere and in every area of our communities, women inspire us with their leadership and contributions to the fabric of our country, but inequalities abound and impact women the most.

Gender Equity  Mr. Speaker, I would like to thank the hon. member for her advocacy. She is absolutely right. The LGBTQ2 organizations are a vital resource for Canadians, and they need our support to keep their doors open and continue to grow. It is why this week I was so pleased to extend funding for the historic LGBTQ2 community capacity fund for another year.

Diversity and Inclusion  Mr. Speaker, I thank the hon. member for her presence as the longest serving female parliamentarian in the House. This month we take the time to honour and celebrate the Black community, and as a government we will continually work to remove systemic barriers for a more and equal society for everyone, whether that is through our commitment to Canada's anti-racism strategy, $200 million to establish the new Black-led philanthropic endowment fund or the $100-million top-up to the supporting Black Canadian communities initiative.
