Pandemic Day Act  Madam Speaker, I thank and commend my colleague for introducing this bill and initiating this discussion. In her speech, she mentioned the probable causes of a pandemic. She said that there were going to be other pandemics because people travel a lot between countries and they could bring back viruses.

In her speech, my colleague mentioned the possibility of other pandemics linked to the spread of viruses resulting from frequent travel to different countries. However, science tells us that many links could be made to the loss of biodiversity, because of human proximity to animal species that normally have no contact with humans.

Here is why we are wondering about that. The much-talked-about agreement between the NDP and the Liberals states that the government is committed to introducing a bill.

Canada Labour Code  Madam Speaker, the fact that the official opposition's position is unknown could slow the work down, but I clearly read that the Leader of the Opposition said they were pro-worker. It is not that much of a stretch. Someone who is pro-worker should be in favour of this bill. What does a strong, fair anti-scab bill accomplish?

It was not Bloc Québécois votes that were missing, we can be sure of that. Obviously the Bloc Québécois is going to make every effort to ensure this bill is adopted.

Business of Supply  Madam Speaker, I thank my colleague for his speech. I want to ask him almost the same question that I asked him earlier, but without any mistakes this time. Recently, the Liberal government paused the application of the federal price on pollution for home heating oil, thereby undermining its own policy, which Canada put in place to reduce greenhouse gas emissions.

What is going to be really costly to taxpayers? It certainly has to do with agriculture, but not with the carbon tax. What farmers are telling us is that the lack of water is going to be costly.

However, the government itself has undermined its own policy, notably with its recent decision regarding heating oil in the Atlantic provinces. Is the government surprised that the Conservatives are now calling for this exemption to be extended to other target groups?

Oil and Gas Industry  Mr. Speaker, we have spent two years waiting for the Liberal plan to cap emissions in the fossil fuel industry. Our wait is not yet over. The government has just announced a regulatory framework without any regulations. There is zero chance it will be adopted before 2025. Worse still, the emissions cap will not be in effect until 2030.

Oil and Gas Industry  Mr. Speaker, according to the International Energy Agency, emissions from the fossil fuel sector must be cut by 60% by 2030 if we want to meet the Paris targets. Today, the Liberals are content to ask for a mere 16% reduction relative to 2005. That is barely a quarter. What is more, it is at the discretion of the oil companies, because no cap will be imposed on them before 2030.

Climate Change  Mr. Speaker, “We are in the fight of our lives. And we are losing”. “We are experiencing a climate collapse in real time”. These strong words come from UN Secretary-General Antonio Guterres. Do his remarks seem undiplomatic? I would argue that he has the courage to speak those truths that deserve repeating on December 8, World Climate Day.

Oil and Gas Industry  Mr. Speaker, the numbers do not lie: The Liberals have met with fossil fuel lobbyists 2,000 times since last year. The Prime Minister's Office has met with oil and gas companies twice as often as environmental groups, and the Department of Finance has met with them four times as often.

Here is why Canada has not yet announced its plan to cap emissions in the fossil fuel sector: The oil companies have not finished writing it. They do not have time to finish it, because they are too busy meeting with the Liberals all day.
