Business of Supply  Madam Speaker, I agree with my colleague. As my mother used to say, if wishes were horses, beggars would ride. They may very well want to change this or that, but unfortunately that generally never goes anywhere. The federal government has been dragging its feet for years when it comes to paying its fair share of health care funding to Quebec and the other provinces.

Business of Supply  Madam Speaker, I will be sharing my time with my good friend and colleague from Laurentides—Labelle. During question period, the Minister of Immigration, Refugees and Citizenship said his Bloc Québécois colleagues were foolish and frustrated. I would hope that the minister would not want to get carried away in a debate as important as this one and that he would be able to raise the level of debate a little.

Immigration, Refugees and Citizenship  Mr. Speaker, the minister has announced that tomorrow he intends to do one thing and then do the exact opposite. He announced that he would vote in favour of our motion asking him to consult Quebec before adjusting immigration thresholds, based on integration capacity, and then he is going to do the opposite.

50th Anniversary of the 57th Sainte‑Julie Scout Group  Mr. Speaker, I am very pleased to rise in the House today to acknowledge the 50th anniversary of the 57th Sainte‑Julie Scout Group, which was celebrated on September 9. For half a century, the 57th group has been teaching young people in Sainte‑Julie the positive values of the movement, namely respect, trust, justice and achievement, but also practical knowledge that they can use for the rest of their lives.

Committees of the House  Madam Speaker, in my previous response, I already mentioned how I think the political parties ought to approach foreign affairs. If the ambassador, Canada's representative to the United Nations, has finally admitted that what is happening in Nagorno-Karabakh may be ethnic cleansing, so much the better.

Committees of the House  Madam Speaker, the Standing Committee on Foreign Affairs and International Development is in the process of studying Canada's sanctions regime. That regime has its faults. In many cases, we are unable to monitor the sanctions that were imposed. We do not know if they are effective.

Committees of the House  Madam Speaker, I keep saying that if there is one committee that has been one of the least partisan in the House, and that should stay that way, it is the Standing Committee on Foreign Affairs and International Development. There are at least two very good reasons for that. First, with the possible exception of the brief episode of the Harper government, all of the governments that have led Canada since the end of the Second World War, whether Liberal or Conservative, have essentially upheld very similar values on the international stage.

Committees of the House  Madam Speaker, I cannot say how surprised I am, to say the least, that we are addressing this issue today—not that I do not consider it important, on the contrary. My office and the office of my colleague from Sherwood Park—Fort Saskatchewan held discussions prior to the first meeting of the Standing Committee on Foreign Affairs and International Development so that we could again bring up the situation in Nagorno-Karabakh, given the events of recent days and weeks.

Ukrainian Children  Mr. Speaker, there have been discussions among the parties and if you seek it, I believe you will find unanimous consent to adopt the following motion: That, given that, (i) according to a report by the Organization for Security and Co-operation in Europe, thousands of children have been forcibly deported by Russia from Ukraine to the Russian Federation, (ii) the International Criminal Court has issued arrest warrants for Vladimir Putin and Maria Lvova-Belova for the war crime of illegally deporting Ukrainian children to the territory of the Russian Federation, (iii) the United Nations, the Council of Europe, the European Parliament and the Organization for Security and Co-operation in Europe have strongly condemned the practice of forced transfers and deportation of civilians, including children, by the Russian Federation, the House: (a) condemn, with equal firmness, the Russian authorities for the war crimes and genocide constituted by the forced deportation of Ukrainian children to the territory of the Russian Federation, in particular through an abusive selection process known as “filtration” and “re-education camps”; and (b) call for an immediate end to this practice, and for Ukrainian children to be returned safely to Ukraine by the Russian Federation.

Obviously, I have not been in touch with the foreign capitals that are allied with Canada to see how they feel about the statement the Prime Minister made yesterday. However, one thing is certain. As my colleague from Trois-Rivières said, the arbitrary detention of the two Michaels was a proven, indisputable fact.

Allegations Against Government of India  Madam Chair, I would like to start by saying that I think Canadians and Quebeckers are in for a rude awakening. I think this stems in large part from the vision we have always had of ourselves. We see ourselves as rather friendly, open-minded people, people who seek dialogue and compromise and who seek to end conflicts on the world stage.

Allegations Against Government of India  Madam Chair, certain legal, legislative provisions allow the possibility of designating certain organizations as terrorist organizations. Our colleague has raised very legitimate concerns. If, at the end of a serious assessment, we are confident that these concerns are warranted, I feel it would be appropriate to consider including this organization on the list of terrorist organizations.

Allegations Against Government of India  Madam Chair, I certainly agree that I have this freedom of speech as an elected member of this House even if my political views go against those of most political parties represented here. However, that did not happen out of nowhere. In the 1800s, people shed their blood in Quebec and Ontario, or Lower Canada and Upper Canada, as they were called at the time.

Allegations Against Government of India  Madam Chair, yesterday, in a spectacular statement, the Prime Minister accused India of being behind, so to speak, the assassination last June of a Sikh separatist in Canada, Hardeep Singh Nijjar. I would like to take this opportunity, on behalf of my party, to express my most sincere condolences to the members of his family, who must be going through an even more difficult time after hearing this news from the Prime Minister yesterday.

Allegations Against Government of India  Madam Chair, my colleague said during his speech that the Prime Minister had raised the issue with the Indian Prime Minister during his recent visit to India for the G20. My question is quite simple. Why wait until yesterday, the first day that Parliament resumed, to share that information with parliamentarians?
