Canada Early Learning and Child Care Act  Madam Speaker, the speech from the member was sort of all over the place. I just want to ask him a very simple question: Is he aware of the closure of so many day cares in Alberta because of the $10-a-day program?

Criminal Code  Madam Speaker, the hon. member read a letter from a constituent. Conservatives also receive letters that speak in a different way about the dignity they look for and how they want their lives to be treated based on MAID and the new law that will be put in place. If the hon. member's emphasis is on the humanitarian and compassionate side of this, would it not apply to every Canadian rather than just narrowing it to Quebec?

Immigration, Refugees and Citizenship  Mr. Speaker, on a point of order, I seek unanimous consent for the following motion, that the House condemn the Prime Minister's past comments—

Business of Supply  Mr. Speaker, with regard to the number of public servants in the immigration department, does the hon. member have any idea how many there currently are and whether what he is proposing would create additional layers of bureaucracy that could contribute to a lack of efficiency in the system?

Conservative Party of Canada  Madam Speaker, today is Groundhog Day, but it does not matter if the groundhog sees his shadow. With the Liberals in power, it is always winter. It is like that old Bill Murray movie. For eight years, we have been stuck in a perpetual Groundhog Day. Nothing changes, except that taxes, food prices, housing costs and crime go up.

Business of Supply  Madam Speaker, my question for the hon. member is simple and straightforward. All indications tell us that the carbon tax is not working, and it is not reducing emissions. That is a very fundamental reason to scrap the tax and axe it. Does he believe the carbon tax is working?

Business of Supply  Mr. Speaker, the hon. member talks about wanting to solve the environmental issues, but only from lens of what suits Quebec. It does not suit other places, such as Alberta, where the temperature was -50°C a few weeks ago. The carbon tax is not working. Emissions are not being reduced, and Canadians are paying more than they receive.

Petitions  Mr. Speaker, I am presenting e-petition 4595, which has hundreds of signatures. The petition says that parental alienation is the process through which a child becomes estranged from one parent as a result of the psychological manipulation of another parent. Statistics show that up to 25% of parents nationwide engage in this behaviour.

Emergencies Act  Mr. Speaker, the Federal Court of Canada could not be clearer in its 190-page ruling. In 2022, there was no justifiable reason to invoke the Emergencies Act. The Liberal government's use of the act directly violated Canadians' most essential rights to freedom of thought, belief, opinion and expression.

Questions Passed as Orders for Returns  With regard to government information about housing: (a) how many non-primary residences are located within the greater area of (i) Edmonton, (ii) Vancouver, (iii) Calgary, (iv) Toronto, (v) Montréal; (b) of the residences in (a), how many are owned by (i) Canadian residents, (ii) non-residents; (c) what is the breakdown of (a) and (b) by vacant units versus occupied units; and (d) what is the breakdown of (a) by type of owner (foreign individual, domestic corporation, etc.)?

Questions Passed as Orders for Returns  With regard to the funding commitments in budget 2023 related to combatting foreign election interference: (a) how much of the $48.9 million committed to the RCMP to protect Canadians from harassment and intimidation, increase its investigative capacity, and more proactively engage with communities at greater risk of being targeted, has been transferred to the RCMP to date; (b) of the amount in (a), what is the breakdown of how the money has been spent, including the locations of where it has been spent; (c) how much of the $13.5 million committed to Public Safety Canada to establish a National Counter-Foreign Intelligence Office has been transferred to date; (d) what is the breakdown of (c) by what the money has been used for; and (e) what is the projected timeline for when the National Counter-Foreign Intelligence Office will be fully operational?

Committees of the House  Mr. Speaker, as we are all well aware, the humanitarian situation in Afghanistan is catastrophic. Millions of people face major challenges due to decades of conflict, political instability and, in the past few years, the resurgence of the Taliban. Canada took part in an international coalition to rid Afghanistan of the Taliban, a campaign that saw more than 40,000 members of the Canadian Armed Forces serve in that country.

Carbon Pricing  Mr. Speaker, that is no plan. A desperate, panicking Prime Minister spent last weekend calling senators, pleading with them to kill Bill C-234, which would lower grocery prices for Canadians. On Tuesday, those supposedly independent senators voted to gut Bill C-234, betraying farmers and keeping food prices high.

Canadian Environmental Bill of Rights  Madam Speaker, a Canadian environmental bill of rights sounds like a great idea. Who could possibly think a healthy environment, especially with clean air and water, is a bad idea? Certainly not me. That said, Bill C-219, an act to enact the Canadian environmental bill of rights and to make related amendments to other acts, falls far short of what we as a country need.
