Official Languages committee  It's basically a common language for identifying language levels so that when people come out of high school, they know exactly what their level is, so that when they go to university or college, or enter the job market, all of the participants in this process will understand what is a B-1, B-2, or A-1.

The second thing is really to invest more money, obviously, in creating second language programs, including French immersion.

Some school divisions set the limit. All the programs have quotas. No figures are kept on people who file an application that is denied.

If all primary and secondary students took a second language program, we would need at least 50% to 70% more teachers. It is a matter of arithmetic. There is some overlap. Some classes should be added.
