Endangered Species Sanctuaries Act It is interesting that while I asked the minister to seriously consider and to grant the request of British Columbia, this is a growing and healthy herd of caribou. It is estimated to be between 2,800 and 3,400 strong in 15 separate herds. It also is interesting that disease is not the problem in these animals, but the natural predator is wolves. I have been there and have seen how cutting patterns for forestry have been modified to provide protection for the caribou while they are feeding so that they are not obvious either to hunters or to wolves while they are feeding.

Fisheries Then, under the agreement, the Spanish, the main European fishers of turbot, will still be able to take some 5,000 tonnes of this fish after April 15, 1995, which will bring the total of their catches to more than 12,000 tonnes, instead of the meagre 3,400 tonnes they were allowed by NAFO in February. What does NAFO do? Absolutely nothing. What purpose does it serve? Absolutely none. Even after all the to-do over the arrest of the Estai , Canada was obliged to give up three times what it was allowed by NAFO earlier.

Economic development In 1990 that newspaper received $400,000 from the federal government, $250,000 from Nova Scotia and $150,000 from Quebec. It had a circulation of 3,400 at any one time, which worked out to $240 for every subscriber. That is not the way to create economic opportunities in any region, be it in the province of Quebec or in any part of Canada.

Criminal Code Even at that there were on average for the last five years approximately 100 deaths per year in plane crashes whereas there were 3,400 on highways. There is no focus on those accidents. Perhaps there should be. I feel strongly there should be more attention on the highway aspects of fatalities than on transportation.

Budget Implementation Act, 2001 Meanwhile, the minister came to visit and announce a project that would allow 75 workers to find jobs. That is great for those 75 workers, that is a fine program. But what about the 3,400 or 3,500 with nothing? We need to find something, a balance to avoid the spring gap, so that our seasonal workers—who have worked for a certain number of weeks every year and who cannot do so because the industry in which they work cannot employ them—can receive benefits for enough weeks.

Highways This program would give all provinces access to money that the federal government has collected through its fuel tax and use it toward improving safety on our highways. Driving on our highways is fast becoming a growing concern for our safety. With more than 3,400 fatalities on Canada's roads every year, action must be taken to ensure safety on our highways. In Nova Scotia there have been some 50 fatalities on Highway 101 between Mount Uniacke and Digby since 1993.

Income Tax Amendments Act, 1999 Let us talk of two adults, a husband and a wife, who earn $20,000 between them. If they have no deductions, then they would pay 17% on $20,000 which would be $3,400. That would be their total tax but the effective rate for them would actually be 8.5%. The beauty of this tax system is that for each incremental or marginal increase in one's income, the tax is linear.

Canada Pension Plan Speaker, Michael Campbell, host of the Saturday morning radio show Money Talks recently presented his listeners with a startling example of the effect of compound interest. Invest $3,400 per year for 35 years in an RRSP at 10 percent and receive almost $1.2 million on retirement, enough to fund an annuity of $98,000 a year. But workers who pay $3,400 per year for 35 years into the Liberal CPP plan will receive $88,000 less per year, a paltry $9,000 per year.

Foreign Publishers Advertising Services Act In an interview given to the Globe and Mail —and I repeat the quote given by my colleague from the Reform Party—François de Gaspé Beaubien said that the United States has 19 women's magazines, containing 19,000 pages of advertising. If these foreign publishers sold 18% of their magazine pages in Canada, they could sell 3,400 pages. The principal Canadian magazines for women, however, contain a total of 4,800 pages of advertising. That means that 18% of the pages set aside for advertising by the United States represent 63% of the pages of advertising in Canadian magazines.
