Canada Customs And Revenue Agency Act  It was one of its big ideas, one of the grand schemes, one of the great Liberal projects to create this super tax agency, this IRS style agency which would be removed from direct oversight and accountability to the people's representatives in parliament. However, when the government took the original versions of the bill around for review and input it saw that Canadians actually believed in something called parliamentary accountability and ministerial responsibility.

Supply  There are people in the HRDC department who are being forced to deal with public scorn on behalf of the minister. There is a political element to all this that has raised the ire and raised the stench, but it is not those in the department and those who are tasked with trying to fix this problem that we should be lashing out at. We should be lashing out at the government and the administration for their lack of responsibility and the arrogance they have been displayed in a fashion that we have sadly become accustomed to.

Budget Implementation Act, 2000  He knows it and hon. members opposite know it. That is part and parcel of their amendments to Bill C-32. I have got the ire up of the big fellow across the way, but he knows we are right. He knows that the Liberal government is reducing the taxes. We have reduced taxes by $58 billion in the last three to four years and we will further reduce them.

Budget Implementation Act, 2000  The fact is that people receiving a letter telling them they are being audited by either the IRS in the U.S. or by Revenue Canada has the same psychological impact as the death of a close relative. I am sure that none of us would want to see the death of a close relative, but compared to a full audit by Revenue Canada there are probably some relatives we would trade in quite easily.

Citizenship Of Canada Act  We would like to be able to inform new Quebecers of their right to be able to express themselves democratically within the electoral process. I would point out, if I may, that the proposal which aroused the ire of the hon. members across the way was not the position of the Bloc Quebecois alone. The reaction could have been “Oh yes, it is those Quebec separatists who want to see these documents provided”.

Immigration And Refugee Protection Act  During the boat crisis last summer I received a number of calls from Canadians in my riding who were outraged with the federal government's inaction on the question of illegal immigration. This inaction drew the ire of all Canadians right across Canada. Constituents have told me that they believe the federal government is failing them and their families by putting these illegal migrants ahead of the needs of ordinary Canadians.

Proceeds Of Crime (Money Laundering) Act  For example, I expressed concerns at the time of the creation of the new Revenue Canada agency that it could emerge as an IRS style agency, Godzilla the tax collector, which would have the power to persecute and relentlessly pursue individual Canadian taxpayers, and in many cases bring about undue suffering and unfair treatment of ordinary law-abiding, tax-paying Canadians.

Proceeds Of Crime (Money Laundering) Act  My concern on the Revenue Canada agency as brought forth earlier was that it has the capacity to become an IRS style agency, Godzilla the tax collector. The new money laundering agency could augment the powers of an unaccountable agency and make it even more frightening to the average Canadian taxpayer.

Taxpayers' Rights  Without enacting a strong taxpayers' bill of rights, the CCRA could be plagued with the same accountability problems that makes the IRS the most hated agency in the United States.

Division No. 1265  It is focused on the human dynamics that exist in the country with respect to the rights and obligations that flow from human relationships and the recognition thereof in law. The bill has raised the ire on certain occasions and certainly caused a lot of members of parliament and a lot of Canadians to be inward looking. This is omnibus legislation which means it touches a great number of statutes, 68 in total, and extends benefits and obligations to same sex couples on the same basis as opposite sex common law couples.

Modernization Of Benefits And Obligations Act  The Prime Minister was first elected to the House in 1963. He was present in the House when gay rights were debated and he knows full well the ire, emotion and controversy that such a discussion entails among Canadians. He was present in the House, for example, in 1969 when homosexual acts between consenting adults were decriminalized.

Supply  Why on the last day do we find ourselves, before we are to grant supply to the government, discussing an issue such as this? I cannot help but suggest that there is some degree of an attempt to raise ire and hackles and to divide individuals, not only in the House amongst party affiliations but around the country, for crass political gain. We are going to be exercising our rights in the House of Commons today to raise grievances before voting on all of the money that the Government of Canada is going to spend in the coming year.

Excise Tax Act  They are singing in harmony with the Liberal government because they have been bribed, as earlier speakers have indicated, with our money. The problem is this. The reason this issue raises the ire of Canadians and has raised the ire of the opposition is that the Liberal government has a majority. The majority is in good measure because of the government's promise during the election campaign to scrap and abolish the GST.

Income Tax Amendments Act, 1998  The attitude in Canada in relation to collecting taxes is completely outdated. We need to follow what the IRS did in the United States and humanize the department a bit.

Foreign Publishers Advertising Services Act  They feel that we should not step in to help the Canadian periodical industry for fear of raising American ire against too many other Canadian industries. I want to repeat it in English because I think a member opposite made reference to it. Some people say we should do nothing because the stakes we are facing in other industries, and in particular the steel industry, are higher.
