Judges Act  Mr. Speaker, some of the debate today has focused on the inclusion of language related to systemic racism and the importance of education and training for judges, including training specifically on systemic racism. I am wondering if the member supports that inclusion and, if so, why he thinks it is important to have it in the bill.

Judges Act  Madam Speaker, the member mentioned that the former version of this bill was delayed in the Senate for over two years. I cannot help but think about all the people this bill would have helped if it had been passed expeditiously by that place. I wonder if the hon. member could speak to what that says about the change we still need to see in wider society, in our country and among ourselves as parliamentarians and those who sit in the Senate.

Questions Passed as Orders for Returns  With regard to the Canada Revenue Agency (CRA) interdepartmental committee that reviews files and makes recommendations on the application of the General Anti-Avoidance Rule (GAAR), broken down by fiscal year since 2010-11: (a) how many of the proposed GAAR assessments sent to the CRA’s headquarters for review were referred to the interdepartmental committee; and (b) of the assessments reviewed in (a) by the interdepartmental committee, for how many assessments did the interdepartmental committee (i) recommend the application of the GAAR, (ii) not recommend the application of the GAAR?

Questions Passed as Orders for Returns  With regard to the Investing in Canada Infrastructure Program, since March 22, 2016: (a) what is the complete list of infrastructure projects that have undergone a Climate Lens assessment, broken down by stream; and (b) for each project in (a), what are the details, including (i) amount of federal financing, (ii) location of the project, (iii) a brief description of the project, (iv) whether the project included a Climate Change Resilience Assessment, (v) whether the project included a Climate Change Green House Gas Mitigation Assessment, (vi) if a project included a Climate Change Resilience Assessment, a summary of the risk management findings of the assessment, (vii) if a project included a Climate Change Green House Gas Mitigation Assessment, the increase or reduction in emissions calculated in the assessment?

Income Tax Act  Mr. Speaker, I thank the hon. member for Surrey Centre for articulating the benefits of the changes before us. As I have heard in the communities I represent, they are much needed. What we have not heard in the debate yet is a clear explanation from the government as to why it refuses to make the changes to the the commercial rent assistance program retroactive to April 1.

Citizenship Act  Madam Speaker, I would like to try to link together the former speaker's comments with my hon. colleague's comments just now. One of the things the member for Kamloops—Thompson—Cariboo mentioned was how moving citizenship ceremonies are, and my hon. colleague just mentioned the record of Stephen Harper.

Citizenship Act  Madam Speaker, the parliamentary secretary mentioned the Truth and Reconciliation Commission calls to action. Last year the Yellowhead Institute released a report estimating that, at the current rate of implementation, it will be 2057 before all 94 calls to action are completed.

Citizenship Act  Madam Speaker, my colleague made some observations about the slow pace of the implementation of the 94 calls to action and frustration at that slow pace. It is a frustration that I certainly share. The challenge is that it leaves some of the most significant reforms to systems and services yet to be implemented.

Infrastructure  Mr. Speaker, the Canada Infrastructure Bank has finally admitted what we have known all along: Publicly funded infrastructure projects will be allowed to charge Canadians to generate private profits. That includes the REM transit system in Montreal, which received over a billion dollars from the bank.

Oil Tanker Moratorium Act  Mr. Speaker, I rise today in opposition to the Conservative bill, Bill C-229 before us, which seeks to repeal the oil tanker moratorium on the north coast of British Columbia, an internationally renowned area also known as the Great Bear Rainforest. I have learned in my short time here that one of the greatest honours of this position is not the opportunity to share our own ideas, but rather to carry the voices of others, the voices of the people and the places we represent.

Oil Tanker Moratorium Act  Mr. Speaker, I listened with great interest to my colleague's speech and his argument for scrapping Bill C-48: the moratorium on crude oil tankers in the region that I call home. He mentioned indigenous Canadians at one point. I would hope that the member is aware that the indigenous nations of B.C.'

Criminal Code  Mr. Speaker, I would like to thank my hon. colleague for his articulate and passionate speech. I only wish that my French was better so I could hear its full impact. His words about the duty not to judge but to support and honour people's choices had a particular impact. I had the honour recently to sit with some constituents, and I heard their deeply held concerns about medical assistance in dying.

Criminal Code  Mr. Speaker, I, too, have had several reflective conversations with constituents around the proposed legislation. I believe that we need to have thoughtful safeguards in place. I believe that the proposed legislation includes those. My question is for the hon. member. I understand that a strong majority of Canadians support the direction this legislation takes us in.
