Consumer Protection  Mr. Speaker, when the 40 Liberal MPs from Quebec voted in favour of Bill C-29, they took off their masks. Quebec consumers could not rely on them for protection. The National Assembly of Quebec could not rely on them to defend the Consumer Protection Act. Quebec could not rely on them when the minister of high finance decided to attack the way we protect our people.

Budget Implementation Act, 2016, No. 2  Mr. Speaker, in recent weeks and even recent days, there has been some discussion about an element of Bill C-29 that allows the banks to circumvent Quebec’s Consumer Protection Act. My hon. colleague from Louis-Saint-Laurent cannot be unaware of the unanimous motion of the National Assembly, adopted last week, denouncing this practice of the federal government, which wants to circumvent the Consumer Protection Act to ensure that the banks can escape their obligations.

Budget Implementation Act, 2016, No. 2  Madam Speaker, I must say that the speech I have just heard from my colleague on the other side of the House is one of the most tiresome and cynical speeches I have heard since being elected to this place. The government is in such a hurry to please the banks that it decided to impose a gag order yesterday so it could move forward with Bill C-29.

Home Ownership  Mr. Speaker, on October 17, 2016, the Minister of Finance decided to restrict access to home ownership. He blamed it on the overheated housing markets in Vancouver and Toronto. In Montreal, the average price of a home is $360,000, while in Vancouver, it is over $1 million. The government is proposing a one-size-fits-all solution, even though the markets are completely different.

Fall Economic Statement  Mr. Speaker, in its economic update today, the government announced $81 billion in new investments, 90% of which is old money it already has. This means we will not see any new money for at least five or ten years, which is a very long time; the government might have been re-elected by then, or not, depending on the election promises it makes.

National Security and Intelligence Committee of Parliamentarians Act  Mr. Speaker, for the last year or so, the Bloc Québécois has been asking to be part of and included in parliamentary committees. Now another committee is being struck, and a rather important committee at that, since it deals with national security. The RCMP has been known to steal lists from the Parti Québécois.

Food and Drugs Act  Mr. Speaker, in his speech, my colleague championed free trade in Canada and elsewhere in the world. He took the opportunity to recognize the sound economic thinking of several Quebec separatists, such as Jacques Parizeau and Bernard Landry. I would like to thank him for that because federalists, who tend to favour ideology, so seldom acknowledge the economic contributions, wisdom, and importance of Quebec separatists.

Foreign Investment  Mr. Speaker, the contradictions keep piling up in the Quebec National Assembly about the possible anomalies in the sale of RONA. In April, I asked the Minister of Economic Development to put the deal on hold until there was more information about this sale. However, the minister rushed to give his approval just hours after the Competition Bureau did.

Rail Transportation  Mr. Speaker, people have been worried ever since what happened in Lac-Mégantic. During the election campaign, Sécurité ferroviaire Rive-Sud launched a petition calling for the end of oil transportation between Saint-Lambert and Sorel until the train tracks are moved. The petition was signed by thousands of people, including myself, the Green candidate, and the Liberal candidate.

Income Tax Act  moved for leave to introduce Bill C-275, An Act to amend the Income Tax Act (business transfer). Mr. Speaker, I rise in the House to introduce a bill seconded by my colleague from Manicouagan. The purpose of the bill is to amend the Income Tax Act with respect to business transfers.

Transfer of Family Businesses  Mr. Speaker, for the past few months, we have been trying to convince the government to end a form of tax unfairness. There is a capital gains exemption of $800,000 on the sale of shares, which is a difference of $200,000 after taxes. However, people cannot take advantage of that if they sell their business to a family member.

This is probably not a surprise to the government, since we have already expressed our opposition to the bill for many reasons, which I will try to summarize.

Small Business  Mr. Speaker, the Fédération des chambres de commerce du Québec and its 60,000 businesses are asking the government to do something about the unfair tax treatment that penalizes those who sell their businesses to family members rather than strangers. Our business people are sick and tired of Ottawa making life difficult for small and medium-sized Quebec businesses.

Taxation  Mr. Speaker, more than 26,000 Quebeckers, including Christian Tremblay, in my riding, will be penalized for selling their businesses to family, because Ottawa does not allow them a deduction for capital gains. Quebec does allow this deduction. Instead of using Quebec as a model, the government claims that the system is working and that the situation is fair.
