Immigration, Refugees and Citizenship  Mr. Speaker, people in Saint-Ubalde in my riding joined forces and raised $25,000 to cover a refugee family's expenses for one year. They rented a house and made all the arrangements. I visited the house and there are even photos of the family on the refrigerator. The family is still waiting for an arrival date.

Budget Implementation Act, 2016, No. 1  Madam Speaker, I thank my esteemed colleague for the question. On the official opposition side, our objective is to create wealth. We need to get the economy moving. We need to invest in the regions. We need to put Canadians to work, so that they have money in their pockets. If the funds are available, we are willing to use them to improve our social programs.

Budget Implementation Act, 2016, No. 1  Madam Speaker, indeed, we worked hard for the nine years that we were in power. What worries me, unfortunately for Canadians, is that the Liberals will destroy Canada in the next four years. In Canada right now, the Liberals want to let young people use marijuana, let vulnerable people commit suicide, and send Canada into bankruptcy.

This gives me the opportunity to tell the House that the Liberals, once again, are not able to acknowledge the truth. We balanced the budget in 2014-15 and we left the house in order financially. I do not know what planet the Liberals are living on, but their claims are not true.

Budget Implementation Act, 2016, No. 1  Mr. Speaker, today I rise in the House to speak to Bill C-15, the implementation bill for the budget the Minister of Finance tabled on March 22. I will be very clear from the outset that I am very worried. This government does not know what it is talking about and does not know what it is doing.

Intergovernmental Relations  Mr. Speaker, the government reneged on its promise to cut taxes for businesses and refused to expand the Billy Bishop airport. One wonders if it knows anything at all about economic development. Will the government show some faith in Canadian entrepreneurs and open domestic markets to spur stronger economic growth?

Aerospace Industry  Mr. Speaker, let us talk about solutions. It would have been so easy for this government to show some tangible support for Bombardier. One way to support this company would be to help it bring in some orders. Porter Airlines was prepared to purchase 30 C Series aircraft. Why did the Minister of Transport say no to extending the Billy Bishop airport runway?

Aerospace Industry  Mr. Speaker, this government is not governing. It is just stalling. The Liberals said that they would announce their intentions for Bombardier before the budget. Then, they told us to wait for the budget and that we would see. Fifty days after the budget, we have yet to see anything.

Ethics  Mr. Speaker, I would like them to listen to the question. We are having a great deal of difficulty getting answers from the government this morning, just like all the other mornings. The reason is quite simple: there is no good answer. We will give them another chance. We know what the prime minister does when he is on an official trip.

Ethics  Mr. Speaker, we get the feeling that some members across the way are feeling uneasy today. They must be wondering what they did wrong not to get invited to go to Washington. In addition to the chief revenue officer, the Liberal Party's national president, Anna Gainey, was also part of the delegation.

Portneuf—Jacques-Cartier  Mr. Speaker, when I was at the opening of the 13th edition of Portneuf's environmental film festival, I said that I would make a member's statement to get the word out about this unique event that is held in my riding. Due to unforseen circumstances, I have to split this time. Last Sunday, a fire marred the face of downtown Saint-Raymond de Portneuf.

Criminal Code  Mr. Speaker, we cannot change the past, but we can change the future. We, the members of the opposition, are here to work with the government members. I do not want partisanship to enter into this debate, because this issue is too important for that. Now, can we move forward on this bill?

Criminal Code  Mr. Speaker, I thank my colleague from Louis-Saint-Laurent, who has a lot of experience, especially on this issue. He had the privilege of working in the Quebec National Assembly, and he participated in the debate over six years. As he said, it is rather odd that we are taking six months, while Quebec took six years.

Criminal Code  Mr. Speaker, I am probably one of the last to speak today, since it is almost midnight. Since this is my first long speech, I would like to take this opportunity to thank the 105,000 voters I represent. Not all 105,000 of my constituents voted for me, but more than 44% of the people of Portneuf—Jacques-Cartier did.

Small Business  Mr. Speaker, the government is abandoning SMEs in Canada. It promised them it would reduce their tax rate from 11% to 9%. That is just another broken promise. A high tax rate, increased payroll taxes, and a national carbon tax: there is nothing in this budget to help SMEs create jobs and be more competitive.
