Opioids  Mr. Speaker, two weeks ago, four more Yukoners in three different communities died from toxic drug overdose. Old Crow is the latest remote Yukon community to declare a substance use emergency. Families and communities everywhere in Canada are grieving, and chances are that everyone is part of at least one.

Budget Implementation Act, 2023, No. 1  Madam Speaker, briefly, there are a number of exciting investments in budget 2023 to encourage numerous private, public utility and indigenous investments in critical minerals. I look forward to their implementation over the year and the years to come.

Budget Implementation Act, 2023, No. 1  Madam Speaker, we are all concerned about Canada's security, our armed forces and the need for security in the Arctic. However, we need to recognize that that we have spent billions of dollars to strengthen our armed forces and military posture. We recently heard about the Minister of National Defence's list of achievements.

Budget Implementation Act, 2023, No. 1  Madam Speaker, I also enjoy our time together on the fisheries and oceans committee. We have had direct discussions on this really important subject, which I take to heart. It is important to recognize the many risks that alcohol poses to our health, as well as the place that it has in our society.

Budget Implementation Act, 2023, No. 1  Madam Speaker, I am pleased today to tell the story of budget 2023 as it pertains to my constituents in the Yukon. This budget is one that aptly reflects the unique circumstances we are living in today. Given the present tough times Canadians face, the budget is restrained while at the same time ambitiously setting the tone for the years and decades to come.

Petitions  Mr. Speaker, I am once again pleased to present a just transition petition on behalf of 216 Yukon constituents. The petitioners call upon the Prime Minister and the Government of Canada to enact just transition legislation that reduces emissions by at least 60% below 2005 levels and makes significant contributions to emissions reductions in countries in the global south; winds down the fossil fuel industry and related infrastructure; ends fossil fuel subsidies; transitions to a decarbonized economy; creates new public economic institutions and expands public ownership of services and utilities across the economy to implement the transition; creates good, green jobs and drives inclusive workforce development, led by and including affected workers in communities and ensures decent low-carbon work for all workers; protects and strengthens human rights and worker rights, respects indigenous rights, sovereignty and knowledge by including them in creating and implementing this legislation; ensures migrant justice and emphasizes support for historically marginalized communities; expands the social safety net through new income supports, decarbonized public housing and operational funding for affordable and accessible public transit countrywide; and pays for the transition by increasing taxes on the wealthiest corporations and financing through a public national bank.

Joseph Boyle  Mr. Speaker, born in the year that Canada became a nation, Joe Boyle is Yukon's version of Indiana Jones, with a touch of James Bond. Joseph Boyle came north from Ontario in 1897, found gold and struck it rich. A gold-rush millionaire, “Klondike Joe” went on to launch industrial-scale gold mining in the Yukon.

National Defence  Mr. Speaker, as a joint Canada-U.S. command, NORAD is integral to maintaining peace, stability and sovereignty in our country. Given Russia's arbitrary and brutal invasion of Ukraine and other recent threats to global security, there is intense interest, among my constituents of Yukon and across the north, in our government's commitment to modernizing NORAD while respecting and protecting Arctic sovereignty.

Foreign Affairs  Mr. Speaker, since 2021, the situation in Afghanistan has been very difficult, especially for women and girls, who face daily persecution. According to the United Nations, the number of Afghans who need humanitarian aid is unprecedented. Can the Prime Minister tell us about Canada's efforts to support the Afghan people?

Business of Supply  Mr. Speaker, I share the pleasure of working on the health committee with my hon. colleague, who always brings thoughtful questions and comments to committee. This is complex. As I said in my discourse, there are limitations to what a public inquiry can reveal versus what can be discovered in a more secure environment such as NSICOP.

Business of Supply  Mr. Speaker, again, we have processes in place. We have intelligence access through NSICOP and other bodies to access intelligence and confidential briefings. These processes are in place, and I welcome further recommendations from our special rapporteur when that takes place.

Business of Supply  Mr. Speaker, I thank my hon. colleague for her question. I would point out that Mr. Johnston's appointment is supported by a wide range of people. The reputation of Mr. Johnston is above reproach, and we can be confident that he is perhaps the best choice that we could think of among all Canadians to give us an objective, non-partisan report.

Business of Supply  Mr. Speaker, it is a little intimidating to follow the convincing fire and brimstone of my hon. colleague.

Business of Supply  Mr. Speaker, I will add my thoughts on this important matter of election interference and its potential impact on Canada's democracy, a democracy thousands of Canadians have literally died for, and which many around the world look upon with envy and admiration. What I would like to do in the next few minutes is reflect the voices of my constituents on this matter, combined with my own thoughts on what our government has achieved so far to tackle this complex threat and what steps lie ahead of us.

Petitions  Mr. Speaker, I am pleased to present a petition on behalf of 93 constituents from the Yukon in support of just transition legislation to address the climate emergency. This petition contains a number of specific policy recommendations to help us achieve the goals of transitioning to a green, equitable and inclusive economy with a substantial reduction in global emissions.
