Public Safety  Mr. Speaker, my colleague is mistaken. I was informed of the transfer on May 30, as I have said many times. Today, I am handling this by taking further action and giving new directives to the CSC. The CSC must notify victims' families before a transfer occurs. I must also be directly briefed as Minister of Public Safety.

Public Safety  Mr. Speaker, as I said earlier in this chamber, I was notified on May 30, the day after Paul Bernardo was transferred to a medium-security institution. I have taken corrective steps to deal with the issues within my office, and going forward, I have indicated that we will be issuing new instructions to the Correctional Service of Canada to put victims' rights at the very centre of transfer decisions and make sure that victims' families are notified.

I had made it absolutely clear that that was the day on which I found out. I have taken corrective steps internally with my office, an office for which I am responsible, to this Parliament and to the Canadian public.

On this side of the House, we recognize the independence of those decisions. We are rolling out a $250-million “building safer communities” fund to address the root causes that my colleague talks about. However, I also want to call on the leader of the Conservative Party of Canada to free his Conservative senators and free the bill.

For example, we can protect our national security institutions, despite the challenges, by having a very open and transparent conversation.

Democratic Institutions  Mr. Speaker, I want to express my gratitude to the commissioner of the RCMP for the update on RCMP investigations he provided to the committee earlier today. It is proof of the concrete action that the RCMP is taking to fight foreign interference. Now the Conservatives must stop their squabbling and partisan games and do the work that will better protect our democratic institutions.

Democratic Institutions  Mr. Speaker, there is one thing that the hon. member said across the way that I do agree with, which is that we continue to look at all options including a public process to shine a light on the way in which we are fighting foreign interference. What is important now is that the Conservatives stop with the partisan attacks, roll up their sleeves and get down to work so that we can better protect our democratic institutions.
