That is irresponsible. I began by saying that one of the stumbling blocks was to determine whether offshore areas fell under federal or provincial jurisdiction.

I want to begin by saying that Bill C-49 was introduced to us as a bill that seeks to promote renewable energy, but such is not the case.

The Budget  Mr. Speaker, I would simply point out to my colleague from Winnipeg North that we do not need the federal government to take care of children in schools. Rather, it is the federal government that needs Quebec. It copied the Quebec government's child care program. It is trying to copy the Quebec government's family-related policies.

The Budget  Mr. Speaker, the first thing we can do is try to diversify our economy, certainly. Today, there are massive investments of public money in something that is doomed to fail, namely carbon capture and storage strategies and efforts to try to make oil cleaner in order to increase production.

The Budget  Mr. Speaker, that compensation is essential. The Government of Quebec is asking for $2.9 billion. This does not appear in the budget. In my introduction, I talked about the fiscal imbalance. Well, that is what is going to happen. The federal government generates and creates expectations.

The Budget  Mr. Speaker, if we had to define this budget, if we had to characterize it, I think it could be best described as a budget of interference. However, before getting into that, I would like to return to what happened before the budget. It was unheard of. Like me, my colleagues are discerning analysts of federal politics.

Every politician has to be honest. The future of the world does not lie in fossil fuels. The country that is currently investing the most to get off oil is China.

As I told my colleague, we had numerous meetings with people from the environmental and labour communities. People from the environmental community have mixed feelings about the bill. For them, the fact that the notion of a just transition has been squeezed out is a defeat.

As parliamentarians, we have to realize that some things are not permitted. We can have different ideas and different points of view, but resorting to strategies to intimidate or wear down parliamentarians, to muzzle dialogue or shut down debate on a bill is, in my opinion, unparliamentary.

I experienced the Conservatives' bad faith in committee, and I do not consider it the right approach. The government could also have done things differently.

Canadian Sustainable Jobs Act  Madam Speaker, earlier I heard my colleague from Lakeland answer my question by stating that politicians have to be honest. It seems to me that Bill C-50 may in part address this issue of honesty. If we want to be honest with the people of Alberta, Saskatchewan and the Maritime provinces, whose economy depends mainly on oil, we must tackle climate change and find solutions.

Canadian Sustainable Jobs Act  Madam Speaker, I greatly admire my colleague from Lakeland, with whom I serve on the Standing Committee on Natural Resources. She is always kind and gracious. However, I still have to ask her a rather difficult question, because there is one thing that has been nagging at me when I think about all of the things she has said in committee.

Dental Care  Mr. Speaker, the expression area of jurisdiction contains the word “jurisdiction”. When someone has a toothache, they do not call the hairdresser, any more than they would call the federal government. Federal dental coverage is not even available yet, and already everyone is furious with Ottawa.

Dental Care  Mr. Speaker, the money Ottawa is spending on dental care could be used to improve Quebec's health insurance plan, or RAMQ. Quebec even said that that is what it wants to do. Instead, Ottawa is creating a bureaucratic duplication that is infuriating everyone before the program even gets off the ground.
