House of Commons  Mr. Speaker, what we heard in committee is that the public servants did everything they could to make sure the contracts were awarded quickly. That is why many contracts were awarded non-competitively. Once again, we are hearing contradictory testimony. According to Mr. Firth, why did the public servant agree to simply pick up the phone and call KPMG to tell them that there would be an intermediary and that that intermediary would be paid $84,000 to do absolutely nothing?

Privilege  Mr. Speaker, one thing is important. Whether it happened last year or 100 years ago, contempt of Parliament has been committed. In that context, it does not really matter what will happen from a procedural perspective. Does the fact that this procedure has not been followed recently mean that we need to add an additional step when calling that individual to the bar, as my colleague said?

Privilege  Mr. Speaker, I agree with my colleague that upholding a degree of decorum is important. However, decorum is needed from both sides. When someone so flagrantly disrespects members in committee and has no respect for democratic institutions, as I said several times in my speech, they must appear at the bar no matter what, because they are in contempt of Parliament.

Small Business  Madam Speaker, we knew that the January deadline for paying back the Canada emergency business account without penalty was threatening the survival of our SMEs. We did everything we could to warn the government. Now it is reaping what it sowed. The Office of the Superintendent of Bankruptcy reported that the number of insolvency cases climbed by 129% in January.

Small Business  Madam Speaker, let us talk numbers. In 2023, Equifax had already reported a 44% increase in business bankruptcies. Based on the January 2024 data, this year will be even worse. No one in the House should consider that acceptable. The government has to be flexible with businesses.

Public Services and Procurement  Mr. Speaker, the reliance on dubious consultants is not limited to ArriveCAN or to the Liberals. Under Stephen Harper, the Conservatives themselves gave millions of dollars to Coredal Systems Consulting, a company that does not provide any services and that was founded by the same two people who founded GC Strategies and who pocketed $20 million for ArriveCAN.

Business of Supply  Mr. Speaker, yes, we do agree because we want to get to the bottom of the matter. A committee could look at everything that has been done with large companies, but the members would drown in the sea of hundreds of thousands of pages of contracts that we do not necessarily have the training to understand.

Business of Supply  Mr. Speaker, I thank my colleague for the question. This gives me a chance to say that the Liberals have already considerably increased the size of the public service. Although they increased the size of the public service, they ended up with essentially operational positions responsible for managing the consultants.

The two people who founded GC Strategies had already founded a company called Coredal Systems Consulting. That company has had contracts with the Canadian government since 2007, so under the Conservatives.

Business of Supply  Mr. Speaker, nearly two weeks ago, the Auditor General released a scathing report regarding the government's handling of the ArriveCAN app. The Auditor General said that the management of the app was one of the worst examples she has seen in her career. Now we are learning that the ArriveCAN file is just the tip of the iceberg.

Public Services and Procurement  Madam Speaker, the Auditor General's report is an endless chain of scandals. That an app estimated to cost $80,000 should end up costing at least $60 million is already unacceptable. That the real cost will never be known because of missing documents makes it even more unacceptable.
