Gilles Boyer  Mr. Speaker, a community is the reflection of its people. These are the extraordinary people who make a community like Vaudreuil-Soulanges famous across Canada. Today I would like to pay tribute to one of these people. Gilles Boyer is an exceptional man who dedicated his life to the well-being of the population of Vaudreuil-Soulanges.

Daniel Boyer  Madam Speaker, I rise today in the House to pay tribute to a pillar of the Vaudreuil—Soulanges community. Daniel Boyer, the City of Saint‑Lazare's director of public safety and fire safety, will be retiring on December 31 after 30 years of loyal service. Beginning in 1992, Mr. Boyer rose through the municipal ranks from firefighter to lieutenant to deputy director and, finally, director, a position he has held since 2006.

Climate Change  Mr. Speaker, I quote: Carbon pricing is a remarkably elegant market solution to reducing emissions. Pricing would enable the reduction of a wide array of regulations and government interferences in the market. Pricing would give consumers and companies clear signals about the cost of the negative externality, and allow them to figure out for themselves the best way to respond.

Accessible Oral Health Care  Mr. Speaker, I rise today to highlight the incredible work of Bev Woods and her team at Gift from the Heart. Bev Woods opened her first dental hygiene office in Trenton, Ontario, as a location for her community to receive free care. Dismayed by the fact that many could not access the free services she offered, she founded Gift from the Heart and the flagship outreach mobile community cruiser, a refurbished and repurposed ambulance, to ensure that there were no barriers to accessing oral health care.

Festival of Colours in Rigaud  Mr. Speaker, this year marks the 24th time Rigaud celebrates the beauty of fall. For the seventh time in the House, I would like to take this opportunity to invite everyone in Vaudreuil—Soulanges to take part in the Rigaud festival of colours, which this year will be held from October 8 to 10.

Criminal Code  Madam Speaker, my hon. colleague during his speech spoke about trying to stop “gangsters”, trying to stop the wrong people from getting access to guns, and he made reference to the fact that we are doing nothing as a government to ensure that that is the case. However, I myself, as a former parliamentary secretary, was at two announcements held in my riding of Vaudreuil—Soulanges, at the CBSA training facility, where we announced $30 million to provide more funding to train more canine units, whose purpose it is to sniff out contraband from entering our country, including guns, and more money for CBSA officers so that we can have more boots on the ground to stop these guns from coming into our country.

Budget Implementation Act, 2022, No. 1  Madam Speaker, I thank my hon. colleague, who has been working very closely with me and several other MPs on this file. I agree with her. We must always do more. We have to invest in charging stations. We have to subsidize electric vehicles. We have to create the infrastructure to support the transition to electric vehicles.

Budget Implementation Act, 2022, No. 1  Madam Speaker, the first thing I would say, from living in Quebec, is that we have had a price on carbon pollution for over a decade. It has existed for a very long time and has helped Quebeckers like me make the transition to electric vehicles. I now own one. With regard to the affordability of life, I am very proud of the initiatives we put forward to help families get by.

I just sold one of my electric vehicles and would have probably benefited from such an initiative. However, I will say that I have the utmost confidence in the Minister of Finance and the Minister of Environment to come together and work out the priorities.

This budget reflects the difficult times in which Canadians find themselves.
