House of Commons  Mr. Speaker, in an internal investigation report by the company Botler AI, there is a characterization of a communication with Mr. Firth in which he is discussing the exorbitant commissions charged by his company for the work done by subcontractors. In those communications, he is alleged to have said that it sucks for Canada.

House of Commons  Mr. Speaker, given that Mr. Firth has now been brought before the bar of Parliament, and this is only the second time in our country's history that this has happened, and given the grave concerns of Canadians, I wonder if there is anything he would have done differently in his initial committee appearances to avoid the situation he now finds himself in.

House of Commons  Mr. Speaker, I too am struck by the historic nature of this moment, and I am keenly aware of our responsibility, which is a sacred responsibility, to not only seek answers on behalf of Canadians but also ensure we are not doing undue harm to the individual who is here before us.

House of Commons  Mr. Speaker, the question, as originally asked at committee, was a simple yes or no question: Had the individual met with government officials outside of work? Mr. Firth replied that no, he had not. My question, which was not provided with an answer, was why he chose, in that moment, to mislead the committee.

House of Commons  Mr. Speaker, the question was not how many government officials or how many times. The question was a yes or no question. Had Mr. Firth met with government officials outside of work? Why did he mislead the committee by answering that question in the negative?

House of Commons  Mr. Speaker, I have a very difficult time accepting that answer and believing that answer to be the truth. The other question of substance that I believe we are here to seek an answer to is with regard to which government official Mr. Firth discussed the criteria for a contract that was eventually awarded to him.

Questions Passed as Orders for Returns  With regard to government funding in the federal electoral district of Skeena—Bulkley Valley, broken down by fiscal year since 2006-07: (a) what is the total amount of funding provided to rights-holding First Nations, Inuit and Métis peoples; and (b) what is the total amount of funding provided to non-rights-holding First Nations, Inuit and Métis organizations?

Indigenous Affairs  Mr. Speaker, there are many residential school survivors and family members of murdered and missing indigenous women and girls in British Columbia who are non-status. This week, they are learning that their access to counselling is being cut-off because the Liberals, like the Conservatives before them, are underfunding first nations' health.

Business of Supply  Madam Speaker, I share the member's dismay; on issues like this, it feels as though we are less and less a single country pulling in the same direction. The motion before us calls for a first ministers meeting, and I cannot help but feel that the only path towards greater unity involves talking to each other.

Business of Supply  Madam Speaker, the federal government is increasing the price on carbon to $80 per tonne, and I thought it would be interesting to look at what the biggest emitters in Canada are paying per tonne for their pollution. The Canadian Climate Institute says that the average price they are paying is $4.96 per tonne.

Business of Supply  Mr. Speaker, this motion before us raises an interesting idea. I am certainly one for discussion and dialogue, especially at times when we differ across the country, so I appreciate it being brought forward. My question is for my hon. friend down the way. In question period today, one of his colleagues got up and claimed that the carbon tax was 23%.

The Environment  Mr. Speaker, many Canadians were let down when the Liberals suddenly ended the greener homes program. Yesterday, we learned that over a billion dollars promised for the program went unspent. Meanwhile, across Canada, hundreds of people built their careers and businesses on providing service as a part of the greener homes program.

Privilege  Madam Speaker, I am wondering how much faith the member for Mississauga—Lakeshore has that the House will get straight answers to their questions with this extraordinary step we are considering taking today.

Privilege  Madam Speaker, I think we are seeing an erosion of decency in society, and I think that erosion of decency also undermines our institutions. In calling the individual to the bar, I think we, as parliamentarians, should also reflect on how we uphold the integrity of this place. Certainly in the five years that I have been here, I have seen plenty of behaviour that does not uphold and strengthen Canadians' trust in Parliament, and that should be of grave concern to us all.

Privilege  Madam Speaker, I agree that is why we should call the individual before the bar. I do not think that will get us all of the answers we need in order to get to the bottom of the irregularities, alleged misconduct, possible fraud and worse when it comes to the ArriveCAN app. I would add that it is one thing to question the contractors who enrich themselves, but another thing to figure out how the problem was allowed to get this bad and how far this problem goes within government procurement.
