Fisheries committee  That's right, except, as the deputy alluded to, whenever there's capital slippage, as there is occasionally in a budget the size of ours, small craft harbours can take additional money towards the end of the fiscal year. So this is our planned spending at the moment, but my guess is it will probably be higher in the final analysis.

Fisheries committee  It would be $5 million.

Fisheries committee  Good morning. I'm speaking to a deck that's entitled “Overview of the 2006-2007 Report on Plans and Priorities and Supplementary Estimates”. I'll go right to slide 3. What we're attempting to do through this deck in terms of context is relate the main estimates to the report on plans and priorities, which the committee discussed the last time we were here, and of course the supplementary estimates.

Fisheries committee  Mr. Stoffer, what I've said, repeatedly, is that this is accurate based on the information we had at the time. With respect to the FTE reductions, there have been some recent developments that would cause me to say that the figure is not accurate as of today. That's all I'm saying.

Fisheries committee  Mr. Stoffer, as I said earlier, the estimates are correct based on the information we had at that time. I cannot answer your question about what the actual situation will be over the next two years, because as you know, as government operates there are additional initiatives that come forward supported by memos to cabinet and Treasury Board submissions.

Fisheries committee  —the answer is, based on the information we knew at the time, that these are accurate.

October 17th, 2006Committee meeting

Cal Hegge

Fisheries committee  I can't answer that definitively, but I can tell you that based on the ERC recommendations of the previous government there were FTE reductions that would be reflected in these figures. As I suggested earlier, we're not implementing all of those reductions, so there will be an adjustment already to these figures that are in the estimates.

Fisheries committee  Mr. Stoffer, I believe you were quoting from the report on plans and priorities part III.

Cal Hegge

Fisheries committee  The information and the figures you quoted obviously are accurate, but they are based on information known at that time. The RPP was put together a number of months ago and it doesn't reflect reality in terms of what we will actually spend this year or even next year. It's based on what known information we had at the time.

Fisheries committee  Maybe I can give a quick general response. In fact, the small craft harbours program more often than not benefits from additional capital throughout the year, because with a large capital budget, as you can anticipate, there is often slippage in some of the major projects, and as we identify slippage throughout the year--and we monitor this very closely--small craft harbours is usually the first in line to be able say that because of the demand in the program itself, they can use additional capital.

Fisheries committee  I cannot give you a precise answer at this time but I could send you the answer in a few days. I'd have to look at the Estimates. Some money would be allocated on the basis of Treasury Board submissions. It was different last year because of the situation of the government in general was different.
