Business of Supply  Mr. Speaker, first of all, I would like to express my solidarity with the victims of the blockade. I am thinking of producers, small businesses and exporters, among others. Practically speaking, a blockade is not a good solution. However, that is the situation we are facing right now, and we need to be in problem-solving mode.

Relations with Indigenous Peoples  Madam Speaker, I would like to thank the Minister of Indigenous Services for his compassionate speech. Honestly, it is good to feel this compassion, which I felt was quite sincere, here in the House, particularly after the day we have had today. I would just like to know how he felt yesterday as he approached the first nations blockade.

Business of Supply  Madam Speaker, it seems I will have to do away with part of my speech and perhaps a question from my colleague from Winnipeg North. I will be as brief as possible. The Bloc Québécois has always fought to improve employment insurance programs, and is still fighting to obtain better living conditions for workers in Quebec who actively contribute to the development of our society.

Business of Supply  The stress and inconveniences also affect the employer and the work teams. When an employee does not perform as expected, that inevitably has a significant impact on the business that can even compromise the very future of the firm or at least its productivity. Sometimes the employer will end up terminating the employee who has not fully recovered.

I would like him to give us a more detailed analysis of the Liberal position on aluminum. Specifically, I would like him to explain the difference between parts and aluminum produced in North America.

The principle of provincial autonomy is at the very core of the Canadian Confederation, and clearly it is important to us, the Bloc Québécois. I respect the decisions that Alberta might make with respect to its economic development.

Canada-United States-Mexico Agreement Implementation Act  Mr. Speaker, the auto industry is a fine example of what has hurt Quebec. Many free trade agreements have been signed at Quebec's expense. In regard to the difference between steel and aluminum in the current agreement, I will again refer to the quote by Jean Simard, president of the Aluminium Association of Canada.

For me, being here in the House is certainly not about opposing trade or free trade. Quite the opposite. I wish I too could vote in favour of the motion. The motion is unacceptable to me because of factors vital to industrial sectors in Quebec and its regions, such as aluminum and softwood lumber.

First, our unwillingness to support the free trade agreement is largely due to the threat of outsourcing that mining industries are facing. The government talks about possible compensation for the industry as if this is something that would benefit the industry.

Canada-United States-Mexico Agreement Implementation Act  Madam Speaker, it goes without saying that you should feel free to do your job as required. The new NAFTA is not all bad for Canada or, more specifically, for the rest of Canada. It preserves the cultural exemption for Quebec, it protects the automotive industry and steel producers in Ontario, it protects Canada against legal action by American investors.

Canada-United States-Mexico Agreement Implementation Act  Madam Speaker, I was saying that over $6 billion worth of investments could be delayed, which would have a significant impact on the construction industry, suppliers and workers across Quebec. That is not all. Another industry has been left out in the cold and is not getting nearly enough attention in the House: the forestry industry.
