Canada Labour Code  moved for leave to introduce Bill C-254, An Act to amend the Canada Labour Code, the Official Languages Act and the Canada Business Corporations Act. Mr. Speaker, today, I have the honour to introduce a bill to amend the Canada Labour Code, the Official Languages Act and the Canada Business Corporations Act so that federally regulated businesses in Quebec respect the Charter of the French Language and implement measures to promote the use of French as the main language at work.

Broadcasting Act  Mr. Speaker, our broadcasting rules are pretty clear. Content must be 55% Canadian, and 50% of that must be in French, if memory serves, although that was over 25 years ago. In addition to collecting tax dollars, would it not also be a good idea to think about increasing those quotas, specifically to protect and promote our artists?

Expropriation Act  Madam Speaker, I rise this evening to speak on behalf of the Bloc Québécois about Bill C-222, which would amend the Expropriation Act. The concept of expropriation is not new in the history of humankind, nor is it new to Canada. Expropriation has been used since ancient times and has led to the development of organized societies.

Public Services and Procurement  Mr. Speaker, the government had a choice. It could either award contracts to the Davie shipyard at a cost of $1.4 billion, or it could have the work done under the shipbuilding strategy at a cost of more than $4 billion. That is a difference of $2.6 billion. That is how much the government was prepared to waste to avoid awarding contracts to the Davie shipyard.

House debate  Madam Speaker, I have a simple question. How can we ensure that this training does not become a convention where a bunch of pals get together once a year? How can we ensure that the training has a tangible, visible impact on both the Crown and the judge, so that we never again hear questions like, “What were you wearing that evening?”

Public Services and Procurement  Mr. Speaker, the Davie shipyard is Canada's expert on icebreakers. However, Ottawa has been slow to award a contract of more than $1 billion for the construction of the polar icebreaker Diefenbaker. The contract has been in limbo since 2013. Ottawa had to withdraw the order from Seaspan because it did not meet deadlines.

Public Services and Procurement  Mr. Speaker, that does not pass the smell test. Davie is a global leader and a national centre of expertise when it comes to icebreakers. It is Canada's premier shipbuilder with five construction berths, unlike Seaspan, which only has one. The Davie shipyard is prepared to take the polar icebreaker contract now, while Seaspan does not have the space and is struggling with delays.

Income Tax Act  Madam Speaker, I really enjoyed my colleague's speech. We share the same opinion on the government's tremendous and unprecedented capacity to wait too long before making decisions. I would like my colleague to tell me how many businesses have had to close their doors for good because the government does not make decisions quickly enough and does not immediately consider the proposals submitted by the other parties.

Income Tax Act  Madam Speaker, the question is quite simple. We welcome the bill, which includes several proposals the Bloc Québécois has made in the past. This shows that by working together we can come up with something worthwhile. Nevertheless, there are some major oversights, such as air transportation, airports like the one in Quebec City, located very close to me, the aerospace industry, inter-regional transport, and so on.

Business of Supply  Madam Speaker, I hear my colleague loud and clear, and audits can be a way for large and small businesses to improve. My colleague mentioned manufacturing companies. That said, the government keeps repeating that we have to work together and that it is here to help citizens. Businesses are “corporate citizens”.

Business of Supply  Madam Speaker, my question is similar to my colleague's. From the outset, the hon. member for Joliette has repeatedly called within the Standing Committee on Finance for changes to the commercial rent assistance program to make it more flexible. It is now expected that there will be a change and that the transfer between the Canada Revenue Agency and the Canada Mortgage and Housing Corporation will take place.

Attack in Old Quebec  Mr. Speaker, we were all horrified to learn of the tragic events that unfolded in Quebec City on Saturday night. On behalf of the Bloc Québécois, I offer my condolences to the loved ones of Suzanne Clermont and François Duchesne, and I wish a speedy recovery to the five people who were injured.

Bills of Exchange Act  Madam Speaker, I truly want to thank my colleague from Manicouagan for her speech, which really touched my heart, because I also come from the North Shore and have lived with these people. One person I have had the pleasure of meeting is Marly Fontaine, an artist who literally had her Indian number tattooed on her arm, as a symbol of the Indian Act of 1876 and all that it entailed.

Bills of Exchange Act  Madam Speaker, I would like to commend my colleague and her family for their resilience and strength in the face of those hardships. The first nations and the Inuit and Métis peoples have suffered greatly. The creation of a day of commemoration is a first step. I am thinking of various events, such as the kidnappings perpetrated by Jacques Cartier, General Amherst's idea to give indigenous people blankets infected with smallpox and Macdonald's genocidal actions with the highly racist 1876 act.

Intergovernmental Relations  Mr. Speaker, the federal government rightly apologized for the mass internment of Japanese Canadians without cause during the Second World War. For the same reasons and the same war, the Prime Minister himself promised an official apology to the Italian community. The only people that the federal government arrested en masse and without cause, which the Prime Minister has no time to apologize for, were the 497 victims of the war measures.
