Intergovernmental Affairs  Members from both sides of the House undoubtedly remember the now famous Charlottetown saga that led to the October 26, 1992 referendum. In Quebec, that referendum was held pursuant to Quebec's Referendum Act. The previous government made a commitment to reimburse the Government of Quebec for the cost of the referendum, namely $26 million.

Mr. McVey, a grade school teacher of mine, must be smiling today. New Westminster was the former capital of British Columbia. In fact it was given its name specifically by the Queen.

Speech From The Throne  No doubt many of them would be ideologically unacceptable to the government but surely not all of them. Last October 25 the people of Canada clearly demanded a change of direction. The government has a clear mandate. It has an obligation to take action. If it follows the course of least resistance the bumbling course of the last 20 years and this country with all of its enormous promise and potential finally gurgles down the drain, this government will never be forgiven-never.

Cruise Missile Testing  I am pleased to participate as the member for Richmond-Wolfe in this debate on cruise missiles and I would like to send warm greetings to all the voters in my constituency of Richmond-Wolfe who placed their trust in me last October 25 and gave me a clear mandate. Obviously, we must examine this particular issue within a broader context. The Bloc Quebecois would have liked the government to undertake a comprehensive review of national defence policy.

Cruise Missile Testing  It is my understanding that the tethered flights, that is with the missile attached to the wing of a B-52, are conducted in the period between October and December. Only two of the free flights that we are now discussing take place between January and the end of March. The reason for this, as I understand it, is in case of an accident and the missile crashes.
