Report Stage  Madam Speaker, what we are seeing here is what we have seen in the entirety of legislation proposed by the Liberal government, and that is an attempt to blur the issues. It is an attempt to confuse things and create problematic, complicated, unclear systems and processes. I have seen this a lot in my home province of Alberta regarding the natural resources sector, and this question is just another example of that: trying to blur the issues and have one thing one way and another thing not the same.

Report Stage  Madam Speaker, that is exactly what I mean. We need more time to prepare. Every province needs more time to prepare. They are not ready to respond to this legislation. That really bothers me. My colleague's comments have a lot of merit. That is another reason why I am opposing this bill.

Report Stage  Madam Speaker, I do not believe that in opposing this legislation we are saying that these options are better. What we are saying is that we need more time to effectively and properly evaluate this legislation, more time to allow our provincial and municipal counterparts to prepare, and more time to prepare with respect to the international treaties, which I have made reference to.

Report Stage  Madam Speaker, today we are discussing Bill C-45, an act respecting cannabis and to amend the Controlled Drugs and Substances Act, the Criminal Code and other acts. The intention of Bill C-45 is to legalize marijuana. This bill has numerous objectives; however, unfortunately, many of those pertaining to public health and public safety will not be achieved.

Tobacco Act  Mr. Speaker, education is absolutely a very important part of any consideration we make in the House. I am asking for more consideration and more facts. We want to make decisions with the best possible information. It is almost always impossible to have perfect information, but we would not buy a car without checking other types of vehicles, or look at the potential gas mileage of a vehicle, or know its safety record, or perhaps check the blue book value.

Tobacco Act  Mr. Speaker, I thank my colleague for the question. I think that it is important for us to explore all our options and all the information on the existing products, the ones we are researching. As I said, it is always better to have more information than not, and I think that includes the various products and ways in which they would be marketed.

Tobacco Act  Mr. Speaker, this afternoon I will be sharing my time with the member for Haldimand—Norfolk. I am addressing Bill S-5, An Act to amend the Tobacco Act and the Non-smokers’ Health Act and to make consequential amendments to other Acts. The possible implications of this bill are not conclusive but should be investigated by the Standing Committee on Health.

Taxation  Mr. Speaker, the high-tax Liberal government continues to make life more difficult for Canadians. Now it is attacking people with disabilities. Constituents with type 1 diabetes are being denied the disability tax credit. Treatment can cost up to $15,000 a year, requiring multiple daily blood tests and regular insulin treatments.

Natural Resources  Mr. Speaker, I would conclude that the current government is not committed to the natural resource sector, and, in fact, TransCanada's decision to not go forward with the energy east pipeline was the result of several political decisions that resulted in this final action. This resulted in the loss of 15,000 good jobs.

Natural Resources  Mr. Speaker, on October 5, TransCanada announced the cancellation of the energy east pipeline. Its general counsel confirmed that this was as a direct result of the existing and likely future delays resulting from the regulatory process, the associated cost implications, and the increasingly challenging issues and obstacles facing the project, all obstacles put in place by the Liberal government.

First, we have an excellent supply of rich energy sources. We are an energy-rich province. We are an energy-rich nation.

We could look to history and to regulation for a number of situations where there have been bans or moratoriums, and there were no incidents. That does not necessarily mean no A, therefore no B.

I would like to talk about where the government has caused a lot of trouble for us, which includes the small business tax, potentially moving the National Energy Board out of the city, and energy east.

It is a 2014 study that compared Alberta's environmental and regulatory systems with similarly sized oil and gas producing jurisdictions around the world.
