Committees of the House  Mr. Speaker, I am honoured to participate in this debate today on behalf of the official opposition. I think it is extremely important that further study be conducted on Bill C-48, the oil tanker moratorium act. Further study would also be consistent with the government's claims that they encourage wide consultation with Canadians across the country to share their ideas on how we can work together to create a stronger marine safety system and better protect our coasts.

Natural Resources  Mr. Speaker, yesterday TransCanada announced that it had had enough of Canada's “unwelcoming policy environment and an uncertain approval process” and cancelled the energy east pipeline project. This will cost Canada thousands of jobs and billions of dollars. One expert said that there was “something deeply dysfunctional” in Canada, forcing companies to look elsewhere to invest.

Natural Resources  Mr. Speaker, the news of the devastating cancellation of energy east means the loss of thousands of jobs and billions of dollars for Canada. After careful consideration, TransCanada came to the same conclusion that this side of the House has known for months, which is that the Liberal government has done everything it can to limit the Canadian energy sector and kill the middle class jobs that it creates.

Business of Supply  Mr. Speaker, I certainly would agree that provinces should also be involved in the consultation on the consideration of the national pharmacare plan. They are indeed stakeholders that should be considered as we move forward. However, as I indicated, it is very difficult at this time because of the horrific deficit we have found ourselves in over the last two years as a result of the government's spending.

Business of Supply  Mr. Speaker, that is exactly what I am suggesting. We need complete and comprehensive information before we go ahead with such an expensive and costly plan. I would like to see all Canadians have access to drugs, which are so important for well-being and for life. However, it is very important that we have all the information before we decide on the approach of how to proceed with this.

Business of Supply  Mr. Speaker, today I will be splitting my time with my colleague from Chatham-Kent—Leamington. As deputy health critic for the official opposition, I am happy to speak today to the motion by the member for Vancouver Kingsway. In summary, his motion relies heavily on the results of the recent report prepared by the parliamentary budget officer on the costs of a national pharmacare program in Canada.

Federally Funded Health Research  Madam Speaker, I appreciate the opportunity to further discuss Motion No. 132, put forward by the member for Kitchener Centre. If passed, Motion No. 132 would result in the Standing Committee on Health undertaking a study on ways of increasing benefits from federally funded health research with the goals of lowering drug costs and increasing access to medicines, both in Canada and globally.

Situation in Myanmar  Madam Speaker, I think the most important thing is that we need to be sure that these donations are used in a manner that is consistent with our values, which is what the Conservative government did from 2010 to 2015. That is the most important thing. When we give money, it is really important that the money be used in a manner that is consistent with our values.

Situation in Myanmar  Madam Speaker, my response would be very similar to my response to the previous question. We must make sure that we are living our Canadian values in the international realm. This includes democracy, freedom, and of course basic human rights. We must make sure that we are encouraging these fundamental human rights of democracy, freedom, and safety within the international arena and that our nation, our government, and our Prime Minister are including these rights within all of our words and all of our actions and interactions with the other international players.

Situation in Myanmar  Madam Speaker, I feel the greatest display of democracy, of freedom, and of justice was by the previous government. Its actions lived up entirely to the values. Certainly if ever there were an opportunity to express these values, which the hon. member across from me indicates that the government is doing through its meetings, it was not previously demonstrated by the Prime Minister at the recent UNGA meetings, which is very disappointing for all Canadians.

Situation in Myanmar  Madam Speaker, I thank the member for Sherwood Park—Fort Saskatchewan not only for splitting his time with me and thereby allowing me to speak to this very serious issue but also for bringing the genocide of the Muslim Rohingya to the attention of this House. Indeed, I do not think we would be having this debate tonight if it were not for the member for Sherwood Park—Fort Saskatchewan.

Taxation  Mr. Speaker, over the past month, I have hosted two town halls with business people from my riding of Calgary Midnapore. Because they were so concerned about the impacts of this attack on small business, they took time away from their family and companies to share with me the shock they felt that they were being punished for creating new businesses, employing Canadians, and contributing to the economy.

Foreign Investment  Mr. Speaker, if the Prime Minister would start walking the walk instead of just talking the talk, we might be able to believe him when he repeats his lines about being open and transparent. We have asked for simple answers regarding his decision to sell defence secrets to the Chinese government.

Criminal Code  Mr. Speaker, I thank the hon. member for Saanich—Gulf Islands for that comment. I appreciate the reminder regarding the findings of the panel and the makeup of the panel.

Criminal Code  Mr. Speaker, as my previous colleague indicated, one certainly cannot reference Bill C-46 without giving thought to Bill C-45. I served as a diplomat for many years in many developing nations, including Latin American nations and particularly El Salvador, where I worked tirelessly for years fighting against narcotics, which of course is one of the major tenets of the western world.
