Criminal Code  Unfortunately our Charter of Rights and Freedoms is protecting fanatics and eccentrics like Zundel who can spew out their insanities with complete impunity. As the law now stands, how would the Supreme Court react to section 318 which has not yet been tested, as we know? I also know that this bill is premised upon the alleged impending importation in Canada of a game I prefer not to mention.

Canadian Foreign Policy  As painful as it was then, the best decision was to pack their bags and to adopt a new country, Canada. Those individuals are prepared to line up to defend and to stand on guard for thee. We should not forget that because those movements still exist. Individuals look to Canada, look to the United States, look to Australia, look to New Zealand and other countries that ought to be in this group for a beacon of hope.

Canadian Foreign Policy  Just last week I saw these five priorities in action during my visit to Bangladesh and Cambodia. Then I left the Canadian delegation to attend the ICORC meeting in Tokyo. ICORC stands for the International Committee on Reconstruction of Cambodia. My main interests were to promote our bilateral relations with Bangladesh and Cambodia and to observe first hand the effects of Canadian aid programs.

Job Creation  It is the same situation as yesterday when two of his colleagues stood up to ask us to spend more money. Every time the leader of that party stands up, he tells us not to spend money. When will he put order in his little house and we can run our big house?

Government Response To Petitions  Mr. Speaker, pursuant to Standing Order 36(8), I have the honour to table, in both official languages, the government's response to three petitions.

Petitions  Mr. Speaker, pursuant to Standing Order 36, it is my honour to present a petition signed by residents from British Columbia, Alberta, Quebec and Ontario, which I think highlights the importance of this petition. The petitioners state that whereas Russian troops continue to occupy a large radar station in Latvia; whereas the maximum intensity of electromagnetic radiation from the station has had a profoundly negative effective on the health of the surrounding population; whereas Latvia as an independent state has repeatedly demanded the withdrawal of these Russian troops, the petitioners pray and call upon Parliament to urge the government to urge the Russians to promptly withdraw these troops from Latvia and further to remind the Russians that future Canadian aid and credits will be tied to the timely compliance with this request.

Petitions  Mr. Speaker, pursuant to Standing Order 36 and speaking on behalf of my constituents, I wish to present a petition asking the government to fully reinstate the budget for social housing. This petition, with 293 signatures, is being presented to ask the government to act on its responsibility to the most vulnerable members of our society by guaranteeing them the right to housing.

Petitions  Mr. Speaker, it is my duty, pursuant to Standing Order 36, to present a petition signed by residents of the greater Toronto region. The petition states the response to petition 343-2034 avoided the thrust of the petition, namely the rights of individuals under the Charter of Rights and Freedoms and the individual and dealing with abortion and Bill C-43.

Petitions  Mr. Speaker, pursuant to Standing Order 36, I am pleased and honoured to present a petition signed by a number of constituents from Victoria-Haliburton, duly certified by the Clerk of Petitions. The petition signed by many seniors who live in and around the Diplomat apartment building in Lindsay, Ontario, request that a mailbox be located near the residence to provide them with better access to Canada Post services.

Petitions  Mr. Speaker, I have two more petitions to present pursuant to Standing Order 36 requesting amendment to the laws regarding killer cards. I am aware of the difficulties and the possible restriction on the freedom of expression with these petitions, but I believe that because the victims of these crimes are often women and children and these killer cards are in effect glorifying violence against women and children I must support these petitions.
