Digital Charter Implementation Act, 2022  Madam Speaker, we are talking about Bill C-27, an act to enact the Consumer Privacy Protection Act, the Personal Information and Data Protection Tribunal Act and the Artificial Intelligence and Data Act and to make consequential and related amendments to other acts. The length of the bill's title is commensurate with the work that will be required of legislators.

Daniel Gaudet  Mr. Speaker, it is with a heavy heart that I pay tribute to our friend from L'Isle‑aux‑Coudres, Daniel Gaudet, who passed away recently. As a newly minted theatre graduate, Daniel was in an accident that left him paralyzed from the neck down, but that never stopped him from living life to the fullest.

Criminal Code  Mr. Speaker, I thank my colleague for his speech. I contend that the process we are going through right now calls for a dose of humility. I tend to believe the scientists. I prefer to put my faith in these exceptional people who have accumulated very high-level training. They have the distinct advantage of being able to contribute everything we need to ensure that the bill before us is as precise, detailed and scientific as possible.

Business of Supply  Madam Speaker, we have just witnessed an amazing show put on by the party next to us. I worked a long time in the arts, so I could really appreciate the show put on by our colleague and his fellow members. However, a show is superficial. What I really want to know is how my colleague thinks he can control the damage caused by hurricanes and control the rise in illnesses caused by pollution, using nothing more than reductions obtained by abolishing the carbon tax.

He is also known to be very passionate at the Standing Committee on Fisheries and Oceans, of which we are both members. I greatly appreciate the opportunity to work with him. I understand the position of my colleague, who is distraught by the carbon tax and seems to be obsessed with it.

We have a great rapport and usually see eye to eye. For the most part, I agree with her that we need to move forward and find solutions. I understand my colleague's position, but is she not worried about the end product?

Canada Disability Benefit Act  Mr. Speaker, I thank my colleague for her question. I think that, during that year, people with disabilities will have to do what Daniel did, and that is to seek help—financial, moral and physical support—from their family, friends and loved ones so that they can keep going until they are finally told “yes” and the government produces comprehensive legislation that can respond to every situation, no matter how unique.

Canada Disability Benefit Act  Mr. Speaker, I can answer my colleague's question with just a few words: lack of security, lack of predictability. This has a profound impact on the strength that these people already need to summon. The most important thing, the thing we should make a priority for persons with disabilities, is to ensure that they have food security and the basic comforts so they can express themselves, get involved and fulfill their true potential in modern society.

Every case is unique, and a flexible, adaptable law that is sensitive to the needs of individuals could help those individuals to grow in their own way and to get what they need to grow and to integrate into and succeed in society.

She cares a lot about the future of the people of Quebec and the entire community. She has done a tremendous amount of work on this committee. I think that all of our colleagues here and in committee have seen how competent she is.

Fall Economic Statement Implementation Act, 2022  Madam Speaker, of course there should be a climate change resiliency piece and a fund. We are no longer talking about what is going to happen 15 years from now. It is happening now. It is important to acknowledge that because water levels are rising, and fast. The government absolutely has to make this situation a priority.

Fall Economic Statement Implementation Act, 2022  Madam Speaker, there are a number of programs that we helped the current government develop. We are satisfied with some of those programs, but what bothers me and what I would tell my colleague is that there are not enough programs. The government needs to improve its overall economic management to be able to offer more services to the public through new programs, those that we have long been calling for.

Fall Economic Statement Implementation Act, 2022  Madam Speaker, I thank my wonderful colleague for his question, which allows me to elaborate on my comments. The $23 billion that the Auditor General mentioned is likely money that could be allocated to the various programs we were talking about earlier. What worries me even more is that, at the moment, the government is checking whether CERB was paid out to the right people.

Fall Economic Statement Implementation Act, 2022  Madam Speaker, we will not oppose Bill C‑32, which implements the government's economic statement. Seasons may change, but this government's economic statements remain the same. We are not very excited, because this one is virtually the same as the spring economic statement, which contained nothing in the way of a constructive or reassuring vision for the people of Quebec and Canada.
