Kindness Week Act  Madam Speaker, I appreciate the time I get to speak on this bill today, Bill S-223, an act respecting kindness week in Canada. I will begin by thanking the member for Leeds—Grenville—Thousand Islands and Rideau Lakes, for tabling this bill in the House; Senator Jim Munson, for introducing the bill in the other place; Rabbi Reuvan Bulka, the founder of Kind Canada and the individual who approached Senator Munson with the idea, and therefore was the inspiration behind this bill; and all of the House leaders and members in this place for allowing this to pass at such a quick pace today, so that Canadians across the country may recognize the third week of February as kindness week every year in Canada.

Kindness Week Act  Mr. Speaker, there have been discussions among the parties and if you seek it, I think you will find unanimous consent to for the following motion: That, notwithstanding any standing order, special order or usual practices of the House, on Friday, May 14, 2021, at the ordinary hour of daily adjournment, the House shall consider and dispose of Bill S-223, An Act respecting Kindness Week, as follows: a member from each recognized party and a member from the Green Party may speak for not more than 10 minutes on the motion for second reading and, at the conclusion of the time provided for the debate, or when no member rises to speak, whichever is earlier, the bill shall be deemed to have been read a second time and referred to a committee of the whole, deemed considered in committee of the whole, deemed reported without amendment, deemed concurred in at report stage and deemed read a third time and passed, and the House shall adjourn until the next sitting day.

Aerospace Industry  Mr. Speaker, the aerospace sector has been recognized as a leader and one of Canada's flagship industries for decades now. This sector contributes more than $25 billion to our economy and accounts for more than 210,000 jobs, including in my riding, Saint-Laurent. That industry has been hit hard by the pandemic.

Committees of the House  Mr. Speaker, the Investment Canada Act already has many protections in place. As I mentioned previously, the situation at a given time is always taken into account, and obviously more vigilance is being used at this point in time. It is also important to note that during the pandemic and the economic recession that we are about to experience or are currently going through, it is important that we also attract investment.

Committees of the House  Mr. Speaker, I thank my colleague for his question. I would say it depends on the negotiations and what is being talked about. I think in many cases the key element is confidentiality. Consider the example of the vaccine contracts that we just had. Everything had to be kept confidential or we were not necessarily going to get the doses of vaccine that we needed for Canadians.

Committees of the House  Mr. Speaker, this report was tabled and recommendations were made for the minister to consider. Obviously, opinions do change based on reports and recommendations. Again, I am not in the shoes of the person who made these comments. However, what I can say is that the whole point of these committees and of making these reports and recommendations is to have the minister review them to see if they would be beneficial to Canada.

However, being a member on the committee, I personally agreed with many of the recommendations put forward, as well as the dissenting report.

Under the Investment Canada Act, the Minister of Innovation, Science and Industry must consult the Minister of Public Safety and get their recommendation on national security reviews. That process includes consulting all relevant investigative bodies.

I am pleased to respond to the hon. member for Carleton's earlier observations about foreign investment in Canada. The issues raised in the Standing Committee on Industry, Science and Technology's report on the Investment Canada Act are important ones.

Canada Elections Act  Mr. Speaker, I do not think it is fair and I do not think the system is perfect. I definitely think that different changes could be made and that it should be studied further to ensure we move forward in the right way and in the best way for Canadians.

It is absolutely important the members on the committee take these comments into consideration. It is being sent to committee, so hopefully members of all parties can discuss and try to improve the bill even further before we vote on it.

Canada Elections Act  Mr. Speaker, I thank the member for his question. As members know, we are in the middle of a pandemic. Parliament has done all kinds of things that have never been done before. For example, we used new special powers to help all Canadians. It is very important that we take this reality into consideration.

Canada Elections Act  Mr. Speaker, it is really important that during a minority Parliament, we are ready for this type of thing at any moment, because we never know when the government could fall. I think everybody in the House agrees with that. If we were a majority, we would not need to be looking at this as quickly as we are.

Canada Elections Act  Mr. Speaker, thank you for allowing me the time this afternoon to speak to Bill C-19, an act to amend the Canada Elections Act, COVID-19 response. For obvious reasons, I think this is an important bill that should be taken very seriously for the health and safety of Canadians. For over a year now, we have been dealing with a pandemic, and despite how long we have lived with it, we still do not know enough about this virus.

Budget Implementation Act, 2021, No. 1  Madam Speaker, in my speech I was not able to touch on every subject, but the aerospace sector is definitely being helped in this budget. Specifically in my province of Quebec, a lot of the sector would be helped through this budget. That is another reason I am quite proud of what Minister Freeland has put forward in this budget.
