Telecommunications  Mr. Speaker, I am proud to collaborate with the Government of Newfoundland and Labrador to invest up to $136 million to connect rural and remote communities throughout the province. It is joining the governments of Quebec, Ontario and Alberta as the fourth provincial government to sign agreements with us to deliver our goals faster.

The number one issue I hear is connectivity. We know that connectivity with reliable, affordable, high-speed Internet is the number one thing to build back better in rural Canada.

Government Business No. 8 — Proceedings on Bill C‑10  moved: That, notwithstanding any standing order, special order or usual practice of the House, Bill C-10, An Act respecting certain measures related to COVID-19, be disposed of as follows: (a) the bill be ordered for consideration at the second reading stage immediately after the adoption of this order; (b) when the House begins debate at the second reading stage of the bill, two members of each recognized party and a member of the Green Party may each speak at the said stage for not more than 20 minutes, followed by 10 minutes for questions and comments, provided that members may be permitted to split their time with another member; (c) at the conclusion of the time provided for the debate at the second reading stage or when no member rises to speak, whichever is earlier, all questions necessary to dispose of the second reading stage of the bill shall be put without further debate or amendment, provided that, if a recorded division is requested, it shall not be deferred; (d) if the bill is adopted at the second reading stage, it shall be deemed referred to a committee of the whole, deemed considered in committee of the whole, deemed reported without amendment, deemed concurred in at report stage, and deemed read a third time and passed; (e) during consideration of the bill, the House shall not adjourn, except pursuant to a motion moved by a minister of the Crown; (f) no motion to adjourn the debate may be moved except by a minister of the Crown; and (g) upon completion of proceedings on the said bill, the House shall adjourn to the next sitting day.

Telecommunications  Mr. Speaker, throughout the pandemic, families and businesses without access to affordable and high-speed Internet were faced with additional challenges accessing online learning, putting their businesses online and connecting with loved ones. In the last few weeks alone, we have announced over $8 million in funding to projects to connect an additional 4,000 households throughout rural Canada.

Telecommunications  Mr. Speaker, since 2015, we have approved programs and projects that are going to connect 1.7 million Canadian households. By 2026, we are going to connect another 1.2 million Canadian families with better, faster Internet. By then, 98% of Canada will be connected. Connecting every household, every business and every community is how we are going to build back better.

Questions on the Order Paper  Mr. Speaker, in response to (a), since 2015, the Government of Canada has made $6.2 billion available for rural and remote Internet infrastructure to help ensure all Canadians have access to fast and reliable Internet, no matter where they live. With the proposed budget 2021, the now $2.75-billion universal broadband fund, UBF, will help the government achieve its goal of connecting 98% of Canadians to broadband by 2026 and all Canadians by 2030.

Newfoundland and Labrador  Madam Speaker, since the early days of the COVID-19 pandemic, the Government of Newfoundland and Labrador has taken incredible measures to keep the pandemic away from our island shores. In fact, there has been a ban on non-essential travel to our province for over a year now, and the results have spoken for themselves.

Questions on the Order Paper  Mr. Speaker, the Government of Canada is making significant investments to ensure that all Canadians have access to the Internet speeds they need, no matter where they live in Canada. In the past, broadband funding programs have targeted Internet speeds of 5/1 Mbps, which are the speeds necessary for single users and basic Internet usage.

Violence Against Women  Madam Speaker, everyone has a right to live free of violence and our hearts go out to everyone who has been impacted by this. Our government is fully behind the address to end and support a national action plan to end gender-based violence. Our investments alone support over 1,500 organizations that deliver essential services to end gender-based violence.

Next week is National Nursing Week, a chance for us all to thank the amazing nurses in our towns who provide truly compassionate care.

Health Care Professionals  Mr. Speaker, Newfoundlanders and Labradorians are no strangers to stepping up to help others in times of crisis, and this week is no different. I was so proud yesterday when I saw nine health care professionals step up and then step on a military aircraft to fly to Ontario to get to work supporting their stressed and over-worked colleagues in the Toronto University Health Network.
