Questions Passed as Orders for Returns  With regard to non-disclosure agreements (NDA) signed by ministerial exempt staff as part of a legal settlement or agreement related to incidents that occurred involving ministers or their exempt staff, since January 1, 2017: (a) how many current and former exempt staff members are currently bound by an NDA; (b) how many such legal settlements or agreements have been signed by the government, broken down by year; and (c) what is the breakdown of the number of current or former exempt staff members who signed such an NDA, broken down by year and by the minister they were working for at the time of the incident?

Questions on the Order Paper  With regard to Global Affairs Canada (GAC) and the Mission Cultural Fund: (a) (i) why, (ii) on what day, did the program cease operations; (b) did the government conduct any study on the effectiveness of the program, and, if so, what are the details, including, (i) who conducted it, (ii) when it was completed, (iii) what the findings were; (c) is there any other program or proposed program at GAC that will provide funding for celebrity chefs' airfares or the telling of seniors' sex stories abroad, and, if so, what are the details of the replacement program?

Points of Order  Mr. Speaker, I stand here in a bit of disbelief. Following some very difficult questions asked by my NDP colleague and friend from Winnipeg Centre, I watched, along with other members and colleagues, as the Prime Minister sat down and directed an F-bomb at the member for Winnipeg Centre, and a little bit more of that.

Points of Order  Madam Speaker, on that same point of order, I do really appreciate the work the Speakers do in the chair. I know they are doing a fantastic job. However, one of the greatest challenges we are seeing is that we need to ensure that this treatment goes from one party to the next and it is equal.

Food Inflation  Mr. Speaker, food bank usage in Canada has reached record highs. According to Second Harvest, a not-for-profit organization, food banks are expected to serve 60% more people per month this year in comparison to 2022. It is not only low-income people who are struggling. Many of those accessing the food banks are employed.

Canada Early Learning and Child Care Act  Madam Speaker, first of all, I would like to say happy 20th birthday to my son, Christian Vecchio. He is out there today. The reason I say this is that his older brother is probably still on that wait-list I put him on in 1994. That is the concern that we have here. During previous Liberal governments under Chrétien and under Martin, all these different things were promised continually, time and time again.

Canada Early Learning and Child Care Act  Madam Speaker, I really appreciate that, because I recall looking at agreements back in the nineties. At the time, the city of St. Thomas was being compared to the city of Woodstock. We were looking at the cost of living and trying to work out what the rates should be. When we want to talk about a labour strategy, with all due respect, I know that there was an amendment put in there.

Canada Early Learning and Child Care Act  Madam Speaker, to my colleague, it has been wonderful working here with him for almost eight years, with all the things that we have seen. When we talk about partisan games, this is exactly what we see. We have seen good things being brought in by other parties, specifically, the party that I am proud to be a member of, the Conservative Party.

Canada Early Learning and Child Care Act  Madam Speaker, it is wonderful to have the opportunity to once again speak to this bill. I think I can sum it up with a question I was asked following the last time we spoke about this bill, at report stage. It was a question that came from a Liberal member. His question was very simple.

Committees of the House  Mr. Speaker, I have the honour to present, in both official languages, the seventh report of the Standing Committee on the Status of Women, entitled “Time to Listen to Survivors: Taking Action Towards Creating a Safe Sport Environment for all Athletes in Canada”. Pursuant to Standing Order 109, the committee requests that the government table a comprehensive response to this report.

Isobel Cup  Mr. Speaker, the Isobel Cup is the championship trophy of the Premier Hockey Federation. It takes its name from Lord Stanley's daughter Isobel, who shared his love of the game and is known as one of the first female hockey players in Canada. Isobel encouraged her father to purchase a silver cup to be awarded to the best amateur hockey team in Canada.

Budget Implementation Act, 2023, No. 1  Madam Speaker, rather than just being an MP, I am going to put my dental hat on here because that is what I was educated in. Although the hon. member has applauded how well the NDP has brought this forward, I am going to remind him that the Canadian Dental Association actually spoke out against this program initially.

Canada Early Learning and Child Care Act  Mr. Speaker, the first thing is that when we talk about delays in this House, we have to understand the process. We know that these agreements have been signed, so the impact of this is not to the children and families whom this bill is connecting with. That is probably one of the key things that I want to point out.

Canada Early Learning and Child Care Act  Mr. Speaker, unfortunately, that is exactly how I see it as well. I see that there are intentions in this bill that are very positive because child care is necessary for families, to be able to go to work and provide for their families. Absolutely, I would not disagree with that at all.

Canada Early Learning and Child Care Act  Mr. Speaker, finally we are getting to more of a discussion and that is part of the problem here: It has become so politicized. I have listened to speeches time and time again that are just about political wedges. I want this to be about parents and I want this to be about the children and the quality day care that they get.
