An Act for the Substantive Equality of Canada's Official Languages  Mr. Speaker, I would like to thank my colleague and her party for their hard work on the official languages file. She is a proud Franco-Manitoban. We are doing this here for our children as well, like her own twins. This is extremely important for the future of the francophonie in Canada.

My colleague mentioned the following words several times: no delay, all the rest, amendments. This bill is in fact constitutional and contained 200 amendments. A lot of work was done in collaboration.

We heard what 6,500 people had to say about the action plan. We went to every province and every territory. We heard their concerns about funding. We responded accordingly.

Some 200 amendments were moved. We heard from 50 witnesses, and 6,500 people across the country shared their views last summer. We tried to improve the bill together.

An Act for the Substantive Equality of Canada's Official Languages  Mr. Speaker, I would like to thank my colleague for his question and his work in committee. Essentially, there are really two things here. We are talking about Bill C-13. Bill C‑13 is a major improvement to official languages legislation. There are new provisions concerning the central agency and immigration, and the commissioner of official languages will be able to impose monetary penalties.

Official Languages  Mr. Speaker, official languages have been a priority for our government since 2015, as evidenced by the record investments we have made. Today, my colleague, the Minister of Official Languages, announced the new action plan for official languages 2023–2028, an unprecedented investment of $4.1 billion to reverse the decline of French and support our official language minority communities through francophone immigration, the educational continuum and support for community organizations.

International Day of La Francophonie  Mr. Speaker, March 20 marks the International Day of La Francophonie, and this year's theme is “321 million francophones, a world of cultural content”. This day celebrates the French language. Some 10.4 million Canadians speak French. As Parliamentary Secretary to the Minister of Official Languages, I want to thank all of our partners, including the Fédération des communautés francophones et acadienne du Canada, or FCFA, and the Organisation internationale de la Francophonie, or OIF.

Official Languages  Mr. Speaker, it is clear that the French language is declining in Quebec and across Canada. That is why is it important that Bill C-13 be passed. Once again, I do not understand the Bloc Québécois's position. The Bloc wants to kill Bill C-13 and is doing everything it can to withhold support for official language minority communities in this country.

It is important that Bill C-13 have teeth to support official language minority communities across the country. I encourage all members of the House to ensure that Bill C‑13 is passed as quickly as possible.

Francophone Community in Nickel Belt  Mr. Speaker, in Nickel Belt and Greater Sudbury, we are fortunate to have many community organizations with a social, cultural and educational focus, such as Collège Boréal, the University of Sudbury, ACFO du grand Sudbury, Place des Arts du Grand Sudbury, Le Voyageur, La Nuit sur l'étang, the West Nipissing Arts Council, Théâtre du Nouvel-Ontario, and several school boards that contribute to the development of the francophone community.
