The wasteful spending on ArriveCAN continued after the pandemic under the CBSA's new president. At least $12 million more was invested in contracts with consultants, just for ArriveCAN.

According to current numbers from the Canadian Federation of Independent Business, nearly 150,000 businesses were unable to pay back their loan and nearly 200,000 others had to go into debt to do so.

Ministers passing the buck and playing ping-pong with very important issues is nothing new either. They think about how nice of a home they will have in Canada. Small Business  Madam Speaker, the January 18 loan forgiveness repayment deadline for the Canada emergency business account proved how little the federal government cares about our entrepreneurs. Unfathomably, this week the Liberals were celebrating the fact that 80% of businesses have repaid the loan.

Fall Economic Statement Implementation Act, 2023  Madam Speaker, I respect my colleague who just made a speech, so I am going to appeal to his intelligence. Quebec already has its cap and trade system, and it works. We know that, by 2015, Quebec had reduced its emissions by 8.8% over 1990 levels. That means it is working. If my colleague believes, first, that climate change exists—which is not a given in his party—second, that climate change must be fought, and third, that there are economic tools that work to lower carbon emissions, as demonstrated in Quebec, then why is he so opposed to economic tools that we know work?

Fall Economic Statement Implementation Act, 2023  Madam Speaker, my colleague spent most of his speech talking about the fact that Canada should be a world leader in building a low-carbon economy. Unfortunately, this economic statement's proposed approach to reducing Canada's carbon emissions is very weak. Canada is the laughingstock of the G7 due to its low environmental ambitions and, worse, poor environmental performance.

Small Business  Mr. Speaker, the federal government's inflexibility with the CEBA loans is leading our SMEs into bankruptcy. Since the January 18 deadline, some SMEs have lost their $20,000 subsidy. In other words, our struggling businesses, those who were already having a tough time paying back $40,000, now owe the federal government $60,000.

Small Business  Mr. Speaker, sounds like it is all sunshine and lollipops. If everything was so peachy, business owners would not have to refinance their homes or to take on personal loans to reimburse the federal government. For the thousands who were unable to reimburse the $40,000, an extra $20,000 will truly finish them off.

Old age security is indeed essential for many people who have reached a certain age and need it to live on. We also know that inflation is causing major headaches for these people who still need to put food on the table and keep a roof over their heads.

Fall Economic Statement Implementation Act, 2023  Madam Speaker, my colleague gave the example of an acquisition fund. We completely agree with that idea. In fact, we asked the former housing minister directly what he thought about an acquisition fund. Unfortunately, we did not get any response. It would be a very good solution for quickly creating affordable rental housing and put a roof over people's heads.
