Criminal Code  Mr. Speaker, I thank the hon. member for putting forward the amendment that puts the onus on the government and not the aid organizations to make that determination. As the hon. member knows, the original bill required aid organizations to determine by themselves whether it was a geographic region, for example, that was under the control of terrorists.

Criminal Code  Mr. Speaker, I am disappointed that the NDP will not be able to support this bill. The bill was made through compromise. I feel that it would allow aid organizations to deliver the aid they need across the country. We listened to the New Democratic Party and included a humanitarian aid carve-out, which was not originally part of the bill.

Criminal Code  Mr. Speaker, we did serve together on the special committee and heard about the need to urgently get this work done. Right now, Canadian organizations, overall, are not able to deliver aid directly into Afghanistan. As I spoke about, there is a humanitarian crisis in that country.

Criminal Code  Mr. Speaker, as my friend and colleague knows, other changes were proposed. I know that there are those who feel that we should have gone further in some of the changes. I hope that, with the change to a one-year review, if there are any shortcomings and areas where we need to go further, we will be able to remedy that quickly so that aid organizations have the certainty they need.

Criminal Code  Mr. Speaker, today we conclude debate on Bill C-41 before sending it off to the Senate. This legislation aims to address important aspects of the deepening crisis in Afghanistan and responds to calls from Canadian humanitarian aid agencies to deliver relief to a country on the brink.

National Indigenous History Month  Mr. Speaker, every June, in honour of National Indigenous History Month, I select a book written by an indigenous author and invite everyone in my riding to read along with me for Indigenous Reads. This year, I have chosen the North-West Is Our Mother by Jean Teillet, a lawyer, lecturer and great-grandniece of Louis Riel.

Questions on the Order Paper  Mr. Speaker, with regard to part (a), the list of state supporters of terrorism is not provided for under section 83.05 of the Criminal Code but is pursuant to section 6.1 of the State Immunity Act. Section 83.05 of the Criminal Code provides for the Governor in Council, GIC, on the recommendation of the Minister of Public Safety to establish a list of terrorist entities.

Rock Lacrosse Team  Mr. Speaker, the Toronto Rock lacrosse team had its playoff run end recently, and while heartbreaking, I want to extend congratulations for another terrific season. I am proud that the Rock owner, Jamie Dawick, chose Oakville as the team’s home for its state-of-the-art practice facility and head office.

Criminal Code  Mr. Speaker, I will correct the hon. member. We did hear, at committee, from Doctors for Protection from Guns, which did support red flag laws. I would also remind the hon. member, when we are discussing red flags and other things to protect women, that he seems to ignore the fact that, in my riding of Oakville North—Burlington, at Halton Women's Place, the only women who go to the shelter when firearms are involved are married to police officers.

Criminal Code  Mr. Speaker, the hon. member mentioned that a number of Canadians feel that we are taking strong action on guns. How many are in support? It is 84% of Canadians who are saying that we are on the right track, including a majority of rural Canadians. With regards to sport shooting, there is an exemption in the bill for those who participate in or are on a pathway to Olympic sports.

Criminal Code  Mr. Speaker, airsoft industry representatives were extremely productive in their discussions with the government and with the committee. They were willing to work with the government to see their sport regulated. I had a number of conversations, as I know a number of members in this House did, with representatives of the airsoft industry.

Criminal Code  Mr. Speaker, there is so much to unpack in that. Perhaps the member needs to read the amendments that were done at committee, which include a clause that would ensure that indigenous people's section 35 rights are still in place. There is nothing virtue signalling in this bill, and I am sure the hon. member does not want to forget about the 75% of Canadian suicide victims who died by firearms.

Criminal Code  Mr. Speaker, I want to thank my colleague. I wish I could answer her question in French. However, with regard to the firearms in question, as the hon. member knows, a number of those were included in the order in council, which was done in May 2020, and we know that the technical definition in the bill will ensure that future firearms are caught.

Criminal Code  Mr. Speaker, I would like to begin by acknowledging that we are gathered on the traditional unceded territory of the Algonquin Anishinabe people. I also want to acknowledge the impact colonial practices have had on indigenous peoples, from overincarceration to overrepresentation in foster care and missing and murdered indigenous women, girls and two-spirit people.

Public Safety  Mr. Speaker, we take all threats from Russia, China and other foreign actors very seriously. As the hon. member knows, the investigation of these Chinese police stations is being conducted by the RCMP, and the RCMP will continue to conduct investigations as information comes forward.
