Resumption of Debate on Address in Reply  Mr. Speaker, the Speech from the Throne offers supply-managed farmers full and fair compensation for recent trade agreements. I have some questions and I would like my colleague to comment. First, is this the last time this promise will be made? We like this promise, we agree with it and we want it to be kept, but this is not the first time we have heard it.

Proceedings of the House and Committees  Mr. Speaker, I thank my colleague for her speech, but I would like a clear answer. We asked a question throughout the day, but we never got a clear answer. We are in a state of crisis, and the government has made considerable sums of money available. Now the two richest parties in the House will benefit from the Canada emergency wage subsidy, a measure designed not to achieve partisan aims but to save small businesses from bankruptcy because they drive our economy.

He mentioned that the restaurant industry is currently going through very hard times. That is the reason for lower demand. He mentioned that many small restaurants may not be able to reopen.

Canadian Dairy Commission Act  Mr. Speaker, we need to take this opportunity to work through the issues. I would like my colleague's opinion. He mentioned that small businesses are more precarious. I would like his opinion. The Fédération de la relève agricole du Québec has made some specific demands because many small businesses are not eligible for the assistance measures because of how payroll is calculated, among other things.

Canadian Dairy Commission Act  Mr. Speaker, I would like to come back to a comment made by an hon. government member. He said that he understood that the opposition had to ask for more. What the opposition does not understand is why the government did not act faster. As my NDP colleague graciously pointed out, it took the government over a month to take action.

I too found it moving, and I would like him to tell us about the farmers he mentioned earlier, the ones who called his office to say how bad things were getting and to ask for help and support.

Earlier, she mentioned the importance of the next generation and the fact that businesses are heavily in debt and on the verge of bankruptcy. Does she believe that the federal government should provide direct assistance rather than offering loans to farm businesses that are already heavily in debt?

I would like him to tell me what he thinks of the impact of government's lack of action in terms of providing short-, medium- and long-term support for agriculture. Around the world, in the United States for example, considerable sums, about $19 billion, have been allocated.

I spoke about this earlier in my speech and I said that they do not work. Do we know why only 31% of Canadian farms participate in the AgriStability program?
