The Environment  Mr. Speaker, at the Paris conference, the government made a commitment to the entire world to fight climate change. According to the Pembina Institute, however, if the energy east pipeline goes into service, greenhouse gas emissions will increase by 32 million tonnes a year. That is the equivalent of adding more than seven million vehicles to Quebec's roads.

Air Canada  Mr. Speaker, all week, the Minister of Transport repeated that he was proud and very happy that Air Canada did not have to abide by the law. As a result, 1,800 Aveos workers who lost their jobs no longer have any recourse. The minister chose to side with the offenders. Today, I am giving the government a chance to respectfully respond to the workers and their families, instead of feeding us the same old lines.

Canada's Contribution to the Effort to Combat ISIL  Mr. Speaker, unlike my NDP colleague, we heard the call of the UN and what it was asking in the Security Council resolution. As I mentioned, the Paris attacks and the recent bombings should have made the Prime Minister stop and think. I do not believe that the Canadians who voted for him would have been shocked had he said that the situation had changed and that a UN resolution was calling on us to take action and do our part.

Canada's Contribution to the Effort to Combat ISIL  Mr. Speaker, I thank my colleague for his question. I agree with humanitarian assistance, but when my colleague talks about training, I have a problem with how the mission statement is being interpreted. Our colleague who fought in Afghanistan and who participated in an operational mentoring mission pointed out that the mission statement sounds very much like the definition of operational mentoring.

Canada's Contribution to the Effort to Combat ISIL  Mr. Speaker, I listened carefully to the speeches and thus wanted to speak to this issue this evening, practically at the end of the debate. I will humbly seek to suggest a compromise. When it comes to defence and foreign affairs, it is best to be prudent. We have to be able to adapt to problems that are changing and becoming very complex.

Energy East Pipeline  Mr. Speaker, Christiane Crevier, a caring woman from my riding, was with us this morning as we launched civic action against the energy east pipeline project. The pipeline debate should cross party lines. That is why the leader of the Green Party and author and activist Jici Lauzon also took part in launching the petition.

Aerospace Industry  Mr. Speaker, my colleague's question was clear. When will this government intervene? The aerospace industry accounts for 40,000 jobs in 200 high-tech companies in Quebec. It has been nearly a year since Bombardier indicated that it might need a line of credit to tide it over until it receives its certification.

Resumption of Debate on Address in Reply  Mr. Speaker, health falls under Quebec's jurisdiction. During the 1990s, the federal government's commitment to health waned. Quebeckers contribute around $45 billion in taxes to the federal government, yet they are supposed to feel grateful for the $12 billion they get back. Various federal governments have cut back their health care contributions.

The Environment  Mr. Speaker, when British Columbia said no to northern gateway, everyone listened. When the Americans said no to Keystone XL, everyone listened. However, when 82 municipalities representing four million Quebeckers do their homework and say no to energy east, we are insulted, scorned and even threatened.

Natural Resources  Mr. Speaker, the Montreal metropolitan community tabled its report based on public consultations held last fall regarding TransCanada's energy east pipeline; 82 municipalities representing four million Quebeckers are against this pipeline project. Since this project clearly does not meet the social licence requirement set by the Prime Minister, will he listen to the representatives of some four million Quebeckers and honour his election promise to not go ahead with this pipeline?
