Questions on the Order Paper  Mr. Speaker, with regard to part a) of the question, Vox Pop Labs developed the questions, in consultation with the Government of Canada and an advisory panel of prominent scholars in areas such as research design, survey methodology, and electoral politics. The panel members included the following academics: André Blais, professeur titulaire, Université de Montréal; Elisabeth Gidengil, Hiram Mills professor, McGill University; Richard Johnston, professor, University of British Columbia; Peter Loewen, associate professor, University of Toronto; Scott Matthews, associate professor, Memorial University; Jonathan Rose, associate professor, Queen’s University; Laura Stephenson, associate professor, Western University; and Melanee Thomas, assistant professor, University of Calgary.

Ethics  Mr. Speaker, Canadians need more openness and transparency when it comes to political party fundraising activities attended by ministers, party leaders, and party leadership candidates. We will introduce our plan to make that happen. I am pleased to be working with parliamentarians to introduce more openness and accountability into political party fundraising activities.

Ethics  Mr. Speaker, our government is taking concrete action to provide more openness and transparency to Canadians. We restored the long-form census. The Prime Minister made mandate letters to ministers public. We unmuzzled government scientists to talk freely about issues like climate change.

International Volunteer Day  Mr. Speaker, yesterday, International Volunteer Day, we celebrated the millions of Canadians who volunteered in their communities and abroad to make the world a better place. Today, I would like to thank the people in my community who give so generously of themselves, people like Bob Pring, a volunteer at the art gallery and Red Cross, and Burlington's Senior Person of the Year, who works with the Woodcarvers Guild to carve beautiful and unique canes for military veterans.

Budget Implementation Act, 2016, No. 2  Mr. Speaker, I thank my colleague for her question. I believe that it is clear in the budget that we presented to the House that we are starting by helping Canadians. Take for example, the tax cut for the middle class; the Canada child benefit, which will help nine out of ten families and lift 300,000 children out of poverty; and our programs and strategies to increase the guaranteed income supplement for seniors.

Budget Implementation Act, 2016, No. 2  Mr. Speaker, I of course recognize the struggles that Alberta and the member's fellow Albertans are going through. Our government has been very clear in giving concrete assistance in terms of infrastructure dollars that are making an impact right now, in terms of approving the pipeline that will not only get our resources to market but will also help put many people in Alberta and across this country into well-paying, middle-class jobs.

Budget Implementation Act, 2016, No. 2  Mr. Speaker, our government is committed to creating an environment in which we can have well-paying, middle-class jobs. We know that infrastructure projects, whether social infrastructure such as housing or child care, green infrastructure like waste-water treatment plants or other important important infrastructure projects, or infrastructure that is going to help us get resources to markets is going to create jobs.
