Paris Agreement  Madam Speaker, we are working hand in hand with the provinces and territories to develop a pan-Canadian strategy. Canadians elected this government to come up with a plan and to work with the provinces and territories. They also elected us to show leadership on this file. Eighty-five per cent of Canadians already live in a jurisdiction where there is a price on carbon pollution.

Paris Agreement  Madam Speaker, Canada's commitments abroad when it comes to climate change are incredibly important, because we all know that climate change recognizes no borders. We all have a contribution to make and we all have a role to play in addressing this. Our Prime Minister announced $2.65 billion in climate change mitigation efforts.

It is a bit of a challenge for him to understand this as I understand that the party opposite does not believe that we can both grow the economy and protect the environment at the same time. However, this is something that we ran on, that Canadians know we need to do.

I thought the motion we are debating today is whether the House supports the government to ratify the Paris agreement and to continue with the Vancouver declaration to have the federal government work with the provinces and territories to develop a plan.

I rise in the House today to speak to one of the most important issues today—climate change. As part of the campaign, Because I am a Girl, today and tomorrow, young women advocates from Plan International Canada will step into the shoes of a cabinet minister or an opposition colleague and participate in a busy day on the Hill.

Hope in High Heels  Mr. Speaker, this past Saturday, Halton Women's Place held its seventh annual Hope in High Heels event in my riding of Burlington. Boys and men of all ages from 8 to 82, including our mayor, fire chief, Halton police, labour, business, and sports leaders, and my husband and my brother all slipped into a pair of hot-pink heels and strutted in solidarity with Halton Women's Place to fight to end violence against women.

The Global Fund  Mr. Speaker, in 2003, 400,000 people had access to antiretroviral treatment to fight HIV/AIDS. Today, there are 17 million people who have access to this treatment. This huge increase is thanks to the efforts of The Global Fund to fight AIDS, TB, and malaria. I am incredibly proud that our government is contributing to this effort to the tune of $804 million and was able to raise nearly $13 billion, which will help save eight million lives.

International Development  Mr. Speaker, our government is incredibly proud of the international assistance we provide to countries and people around the world. As the member knows, since coming to government, the Prime Minister has mandated the Minister of International Development and La Francophonie to refocus Canada's development assistance on the most poor and the most vulnerable, including in fragile states, and that is exactly what we are going to do.

Petitions  Mr. Speaker, I have the honour to rise in the House today to present a petition from my constituents about palliative care. The petitioners request the House of Commons and Parliament to specifically identify hospice palliative care as a defined medical service covered under the Canada Health Act, so that provincial and territorial governments will be entitled to funds under the Canada health transfer system to be used to provide accessible and available hospice palliative care for all residents of Canada in their respective provinces and territories.

Business of Supply  Mr. Speaker, I appreciate the member opposite's question, however, that is precisely what our government is demanding at the moment, a fact- and evidence-based decision in making this call and defining what is going on in Syria and Iraq. That is exactly why we have the position that we do, because as our government has stated from the beginning, we base our decisions on fact and evidence.

Business of Supply  Mr. Speaker, I would encourage the member to look at the calls that the Minister of International Development and La Francophonie and the Minister of Foreign Affairs have made, precisely with regard to incorrigible acts that have been committed against innocent civilians within the region, the appeals to the United Nations Security Council, the appeals for respecting and upholding humanitarian principles, and the urge to respect international humanitarian law.

Business of Supply  Mr. Speaker, it is times like these where it is compelling, when we see the videos, when we see the images, to want to name what is happening. However, what we do know is that these are mass atrocities, and we also know that there is an important legal history and an important jurisprudence that is founded on these terms, and that we have an obligation, as Canada, to be part of that international community and that international legal process.

Business of Supply  Mr. Speaker, I will be splitting my time with my colleague, the hon. member for Scarborough—Guildwood. I would like to thank the hon. Leader of the Opposition and member for Sturgeon River—Parkland for putting forward this motion and today's debate. I believe that I am not mistaken, as I start, by saying that all members in the House are outraged by the pervasive and unrelenting violence in the conflict in Syria and Iraq.

Business of Supply  Mr. Speaker, I think it is incumbent upon all of us in this House to recognize that we all recognize the horrible atrocities being committed by Daesh in the region. All of us understand this and take this to heart. Canada stands by the people who are suffering and the people who have been innocently victimized horrifically by Daesh.
