Taxation  Mr. Speaker, it should be made very clear lest the Reform Party members are trying to convey another impression, that their budget would deal a devastating blow to the working poor. The Reform Party would cut welfare. Reform members have said themselves that they would cut welfare substantially.

Impaired Driving  Motion No. 78 allows us to look at those measures. It allows government members, Bloc members, Reform members, NDP members and Conservative members to come together in the justice committee to seriously deal with the issue of impaired driving. He said: It is not as if the kind of work that has been done by the Law Reform Commission of Canada will cease if the law reform commission ceases to exist. The Reform Party has clearly and honestly established its position regarding the existence of the job of Minister of Labour. Reform favours smaller, less expensive government that effectively provides services for Canadians where they cannot provide for themselves.

Employment Insurance Act  Usually, committees travel across Canada when the game is worth the candle. However, this time, for an in-depth reform of the unemployment insurance program, the government deemed it unnecessary for the committee to travel and hear people's views on this reform. The government preferred to stay on the hill, completely disconnected from reality, and to go ahead with a bill that nobody wants.

The Foreign Extraterritorial Measures Act  If we are to break the logjam with Cuba, and let us face it, it is not a regime that anyone here particularly approves of, but it is precisely the spirit of confrontation which is being perpetuated by the Helms-Burton bill which perpetuates the Cuban regime. It is a symbiotic relationship between the president of Cuba, Mr. Castro, and Senator Helms. They each need each other to perpetuate their own bogey people. If we can intervene and bring Cuba back under the rule of law, as my colleague has pointed out has already occurred so effectively in the fisheries, then we will have done a great service for ourselves, for Cuba, for the western hemisphere and particularly for the United States.

The Foreign Extraterritorial Measures Act  If I may be allowed to advertise, www.johngodfrey.org is where those of loyalist descent can get in touch with us. We can register the claims and make sure that we hot link them to Senator Helms and Congressman Burton just so they can keep a running tally of how much their folly is costing them. We will say that any person who has a reasonable claim to an interest in a confiscated property may bring an action in the Federal Court of Canada and that the court may determine whether the claim is valid.

Patent Act  Lorne Calvert, who was the associated minister of health when this bill was being reviewed in the House of Commons, represented Saskatchewan at the Senate hearings on Bill C-91. He brought all of his research on the prescription drug program in Saskatchewan and warned at that time that the bill would drive up Saskatchewan drug costs $6 million to $10 million a year.

Canada Shipping Act  Therefore through a little used device in the American system which required the executive and legislative arms of government determining that their legislation should not go before the courts, we ultimately were denied the fruits of our legal victory. Even so, I should add the issue was hard fought and in the final vote in the Senate of the United States there was a tie vote. Then Vice-President Spiro Agnew cast the deciding ballot against our case. Nevertheless, the battle was worthwhile and success did come in a somewhat unexpected way.

Foreign Extraterritorial Measures Act  It is very clear what is happening in the United States. A small group of powerful and influential legislators led by Senator Jesse Helms and Representative Dan Burton are pandering to what I have called the Miami mafia, the Mas Canosas, the Cuban-American Foundation. In doing so they are not only in breach of international law but they are promoting policies which I believe are profoundly immoral and repugnant in a civilized society.

We hear from the Reform Party day in and day out to cut, cut, cut. Reformers would like us to have a balanced budget by the end of our term.
