Taxation  Speaker, I would simply ask the hon. member to go back to the byelection which took place in Labrador when the Reform Party was prepared to stand up and speak for Atlantic Canada. Now all of a sudden, having lost that byelection as well as every other election in Atlantic Canada, Reform members are taking out their vengeance on Atlantic Canadians, saying "we will not allow you to have a lower tax rate, we will not allow you to have lower consumer costs, we will not allow you to break away from a cycle of dependence, toward independence".

Canada Elections Act  I think that for the good of the country we should consider and perhaps institute a fixed election date. Of course, Reform would advocate that these election dates be every four years, on a specified date so that there is no doubt in anyone's mind when the next election is going to be. I personally found it a little questionable in committee when the matter of allowing inmates to vote was raised.

Criminal Code  Therefore we will not be taking this to the people in this forthcoming election, we are taking it to them now and we are showing very clearly that we are prepared to support good legislation but will not support legislation like the Bloc does that allows violent offenders to walk free. We will not support that. A Reform government will repeal that bill and we will plug the hole that allows the courts in this land to send rapists back on the street after they destroyed the lives of their victims. When we look at this bill and we look at the whole gamut of the justice system and where we have arrived, the justice minister has become so partisan in his answers today that I saw no reason to go any further.

Medicare  Today's article in the Toronto Star indicates the Ontario Medical Association fully understands Reform Party policy. It knows Reform is proposing a two tier system. It is time for Reform to come clean with the rest of Canadians.

Rights Of Victims  Mr. Speaker, what draws laughter is the pretence by members of the Reform Party that they are not against gun control. We all know they are and they are going to pay the price for it, as are the Tories and the NDP. As for the hon. member's question, he talks about victims rights as though they are something that can be achieved by writing out something on a piece of paper and calling it a bill of rights.

Justice  Tragically last month a brutal home invasion in Coquitlam robbed a new Canadian family of their parents within weeks of becoming citizens. Along with my colleagues in the Reform Party, I commit on behalf of all Canadians to press for legislative changes to recognize our victims bill of rights and restore a system of justice that makes the rights and safety of law-abiding citizens a priority in the criminal justice system, including the repeal of section 745.

Criminal Code  I had an opportunity, for which I thank the minister and his officials, to ask some questions during a briefing session. I imagine the same opportunity was offered to our Reform Party colleagues. During this session I was able to discuss technical aspects of the bill. So I would appeal to all members of the House to let us proceed as quickly as possible. I also want to explain to my Reform Party colleagues who are very close to the police community that three major demands made by police associations across the country have been documented in a report.

Parliament Of Canada Act  I congratulate the hon. member for Kindersley-Lloydminster for bringing this bill forward. It is something the Reform Party has had as policy from its inception. We think it would lend more credibility to the electoral process. It is something Canadians would appreciate. Recent public opinion polls indicate that although it is very likely we are going to head into a federal election within a week or so, two-thirds of Canadians believe there is no need for the government to call an election.

Tax reform is necessary for several reasons. Reform Party Of Canada  Speaker, I was pleased to learn over the weekend about the third party's new-found belief in equality for Canadians. For Reformers, these are fine words but they require action. So let us look at some of the actions of Reformers. Within minutes of approving a resolution in favour of equality, Reformers applauded a member of Parliament who said his views about sending minority workers to the back of the shop were consistent with the resolution.
