Veterans  He knows very well that the money was only given to those who qualified. Two-thirds of all applicants for the Last Post Fund are still denied. That is what the PBO said. We said that a year ago, that if we did not raise the exemption limit past the $12,000 mark, two-thirds of all applicants would still be denied.

Veterans Affairs  Speaker, according to the Parliamentary Budget Officer, only $18.4 million of the $65 million in the last budget for the Last Post Fund will ever actually be spent to help veterans with their funeral costs, while the vast majority of veterans do not qualify for help because of the Conservatives. What is the real reason for putting a fake number in the budget for veterans' funerals?

Business of Supply  Within the budget this year, there is an indication that $65 million has been allocated over the next two years for the last post fund. The last post fund spends about $10 million a year, so we know very well that $65 million will not be spent in the next two years. A few years from now, is there going to be another Auditor General's report that says that $40 million cannot be accounted for and that it was not spent when the government said in the budget that it was going to be spent?

Veterans  Speaker, the Conservatives are tossing out our wounded soldiers just as they are about to qualify for their pensions. Just as insulting, some 20,000 veterans have been denied funeral assistance from the last post fund. Now we learn that last year, the Conservatives cut this burial fund by 22%. Meanwhile, the PMO budget increased by 7%. Why are the Conservatives increasing spending in the PMO while they slash support for our veterans?

Economic Action Plan 2013 Act, No. 1  Speaker, I again want to address my question to the comments made by the member for Ottawa—Orléans with respect to the measures in the budget for veterans and his specific reference to the doubling of the amount of support that is available for funeral and burial expenses. The chair of the Last Post Fund testified at the veterans committee a year and a half ago, as follows: For more than a decade, the Last Post Fund has advocated that the program be extended to modern-day veterans in the same way it was offered to traditional veterans.

The veterans who qualify would get more money, but not one more veteran would qualify, because the criteria have not changed. The last thing I will say is that there is much trumpeting over the fact that the government has been beaten into submission by disabled veterans in court and now it is paying up.

Last Post Fund  Speaker, whether or not the $7,000 figure is sufficient, it is unfortunate, I am told that the government did not consult with the Last Post Fund when it determined that figure. That is unfortunate, indeed. I do know that of course for serving Canadian Forces members who die, anywhere from $13,000 to $17,000 is provided. The issue for me is to do whatever we can to increase the amount available to families so that ensuring our veterans receive a dignified funeral and burial is what this motion is all about.

Veterans Affairs committee  I want to reassure you by saying that all the benefits and services provided to the families of deceased veterans are being maintained. In addition, as part of an effort to cut red tape and simplify procedures, the Last Post Fund is saving money internally, and that helps improve the effectiveness of its program. Generally speaking, as you know, the Last Post Fund helps cover veterans' funeral and burial costs.

Veterans Affairs  Speaker, a few weeks ago the Royal Canadian Legion launched a public campaign calling on the Conservatives to increase funding to the Last Post Fund. Yesterday, the Royal Canadian Legion got its answer. It is buried at page 382 of the estimates. It shows that the Last Post Fund will be cut next year by $1.4 million. At the same time, the Conservatives will increase their advertising spend by 10 times that amount.

Economic Action Plan 2013 Act, No. 1  Improving services for veterans is part of the pattern of our government. In the main budget, we doubled the amount available to the Last Post Fund. We have streamlined the veterans independence program to provide benefits directly to recipients of that program. Also, we have recently invested and promoted the helmets to hard hats program.

Economic Action Plan 2013 Act, No. 1  Our government is committed to ensuring that those who die without financial means receive the necessary financial support to provide for a dignified funeral and burial. The funeral and burial program, which is delivered by the Last Post Fund on behalf of Veterans Affairs Canada, offers financial assistance to veterans' estates where the veteran died as a result of a service-related disability or for cases where the veteran had insufficient assets.

Korean War Veterans Day Act  Some of these wrongs are slowly being corrected, like expanding the eligibility criteria for the Last Post Fund and returning unfairly deducted benefits to veterans, yet many are concerned that a quarter of a billion dollars in cuts to veterans affairs will hamper progress. I hope the House will indulge me to take a moment to also recognize the important work of former MP and MLA Dawn Black, who drew much-needed attention to the problems of post-traumatic stress disorder and other psychological injuries among soldiers returning home from Afghanistan.
