Fall Economic Statement Implementation Act, 2022  Madam Speaker, of course there should be a climate change resiliency piece and a fund. We are no longer talking about what is going to happen 15 years from now. It is happening now. It is important to acknowledge that because water levels are rising, and fast. The government absolutely has to make this situation a priority.

Fall Economic Statement Implementation Act, 2022  Madam Speaker, there are a number of programs that we helped the current government develop. We are satisfied with some of those programs, but what bothers me and what I would tell my colleague is that there are not enough programs. The government needs to improve its overall economic management to be able to offer more services to the public through new programs, those that we have long been calling for.

The $23 billion that the Auditor General mentioned is likely money that could be allocated to the various programs we were talking about earlier. What worries me even more is that, at the moment, the government is checking whether CERB was paid out to the right people.

Fall Economic Statement Implementation Act, 2022  Madam Speaker, we will not oppose Bill C‑32, which implements the government's economic statement. Seasons may change, but this government's economic statements remain the same. We are not very excited, because this one is virtually the same as the spring economic statement, which contained nothing in the way of a constructive or reassuring vision for the people of Quebec and Canada.

Telecommunications Act  Madam Speaker, I thank my colleague for his speech. I would like my colleague to reassure people who are watching, people in our communities who are worried about a device that is in their hands for much of the day. These people live with this device in their home. They use this device to share anecdotes, conversations and occasionally intimate secrets, believing that it all belongs exclusively to them.

Employment Insurance  Mr. Speaker, the wait times for EI benefits are endless, but it gets worse, specifically for seasonal workers. They already know that they will be living in poverty this winter because they no longer qualify for EI after the rules suddenly changed. Seasonal work is one of the main economic levers for the regions of Quebec.

World Day of Artisanal Fishermen and Sea Workers  Mr. Speaker, yesterday was World Fisheries Day. As the Bloc Québécois critic for fisheries and as the daughter and granddaughter of sailors, it is natural for me to highlight the fisheries' invaluable contribution to the Quebec and Canadian economies. I salute the Regroupement des pêcheurs professionnels du Sud de la Gaspésie and the Maritime Fishermen's Union, which are on Parliament Hill this week.

Charlevoix Cancer Support Group  Madam Speaker, hard times reveal true friends. I know that Mains de l'espoir de Charlevoix and its team of volunteers are loyal friends when cancer strikes. For the past 25 years, Mains de l'espoir, located in Baie-Saint-Paul and La Malbaie in the Charlevoix region, has been assisting, supporting and providing services to people with cancer, their family members and their friends.

Food Day in Canada Act  Madam Speaker, I am very pleased to rise to speak today, and I would like to say at the outset that the Bloc Québécois is in favour of this bill for several reasons. Obviously, designating the first Monday in August as food day in Canada is a good idea because, at that time, farmers will have just finished haying and the potato harvest is beginning.

Cost of Living Relief Act, No. 2.  Mr. Speaker, I am pleased to hear my colleague defend the poor. If she thinks that she is the only one from a poor background, I will tell her right away that artists are used to living on $20,000 or less a year. I know what I am talking about. We have many artists in Quebec. We obviously listened carefully to her speech.

Local Women's Association  Mr. Speaker, weaving, crochet and needlepoint are true art forms. They are precious, unique and rare arts that may have disappeared were it not for the Cercles de Fermières du Québec. In my riding, these arts are thriving thanks to the knowledgeable and passionate women of the Cercle des Fermières de L'Isle‑aux‑Coudres, which is celebrating its 65th anniversary.

I would like my colleague to comment on his new leader's rather populist position on Canada's central bank. He wants to fire the governor even though the Bank of Canada is doing exactly what it needs to do to control inflation.
