Petitions  Mr. Speaker, on behalf of Canadians, I would like to bring this petition forward on Bill S-223. I would like to thank my hon. colleague from Sherwood Park—Fort Saskatchewan for his efforts and advocacy on this. We live by higher morals here in Canada, and this would make it a criminal offence for a person to go abroad and receive an organ without the consent of the person giving that organ.

Agriculture and Agri-Food  Mr. Speaker, with global supply chains struggling and a war in Ukraine, Canadian agriculture is more important than ever. Farmers in my riding are concerned that the Liberals want to meddle with the Pest Control Products Act, adding more red tape for them to deal with and favouring activism over science-based decisions.

Humboldt Broncos  Mr. Speaker, everyone in the House and in this country remembers where they were four years ago today when the Humboldt Broncos hockey team was involved in a horrific crash. It became a sad day in Saskatchewan, across our nation and around the world. Fifteen young lives were tragically taken away from us far too soon.

Business of Supply  Madam Speaker, I will address the comments that I made earlier on. My comments were concerning operational capability, which has obviously gone right over the head of the member across the way, who is obviously not focusing on the issues at hand. We have to focus on our operational capability, and that is what this is about.

Business of Supply  Madam Speaker, I really appreciate the question from my colleague across the way. When I spoke earlier on, I shared about my family's values and the generosity that my family received from Canadians. It is disheartening to see that our government is not focusing on other things and thinking beyond our own borders.

Business of Supply  Madam Speaker, yes, 100%. I am disappointed that we have to rely on our British allies, who are contacting us and saying that if we are having problems with Arctic sovereignty, they can help us and we can use their submarines. We should be upgrading our submarines. I see this as a good opportunity for Canada to speak with Australia, Britain and the United States and look at upgrading our submarine fleet so that we can actually have the capability to protect our northern waters.

Business of Supply  Madam Speaker, I will be splitting my time with the member for Prince George—Peace River—Northern Rockies. It is an honour today to speak to this important motion on behalf of my riding of Moose Jaw—Lake Centre—Lanigan. For anyone who is just tuning in, the motion reads: That, given that the North Atlantic Treaty Organization (NATO) alliance has made an immeasurable contribution to peace, security, and prosperity for all its members, the House call on the government to increase spending on national defence to at least two per cent of Canada's gross domestic product, in accordance with NATO's 2014 Wales Summit Declaration.

Economic and Fiscal Update Implementation Act, 2021  Mr. Speaker, I appreciate my colleague bringing that comment forward. I think that there are obviously two components. Let us focus on them. Veterans in my riding are being challenged. They are suffering. Their pensions and buying power are being lost. Another component has to do with green initiatives.

Economic and Fiscal Update Implementation Act, 2021  Mr. Speaker, I thank my colleague for his comments concerning Veterans Affairs and the challenges that francophone veterans are facing with the backlog. I find that unacceptable. If people have served in our forces, it does not matter if they are men or women, or English or French.

Economic and Fiscal Update Implementation Act, 2021  Madam Speaker, I had no problem with my colleague continuing on. I appreciate my colleague from Medicine Hat—Cardston—Warner. It is an honour to rise today to speak to Bill C-8, the economic and fiscal update implementation act, 2021. I would like to thank the people of Moose Jaw—Lake Centre—Lanigan for their overwhelming confidence in sending me to Ottawa to serve them as their member of Parliament.

Questions on the Order Paper  With regard to the Chief Electoral Officer's Report on the 44th General Election of September 20, 2021, and voting by special ballots: (a) of the 90,274 ballots returned late and not counted, as mentioned in Table 3 - Categories of special ballot voters for the 44th general election, (i) what is the breakdown by electoral district, (ii) how many of the ballots were requested before the first day of advance polling; (b) of the 114,583 ballots not returned or cancelled, as mentioned in Table 3 - Categories of special ballot voters for the 44th general election, (i) what is the breakdown by electoral district, (ii) how many of the ballots were requested before the first day of advance polling, (iii) how many of these electors voted instead at their election day polling station; (c) in respect of the 1,589 special ballots in Mississauga—Streetsville which had accumulated in a commercial mail room and were not delivered to the returning officer until the day after the election, as mentioned on page 23 of the report, (i) who owned, occupied or controlled the commercial mail room, (ii) did the returning officer or the Chief Electoral Officer enter into a contract for the commercial mail room services, (iii) if the answer to (ii) is affirmative, how much was paid for these services and was a refund received, and, if so, what are the details of the refund, (iv) how long had the ballots been accumulating in the commercial mail room, (v) what arrangements were in place for the retrieval or delivery of the ballots from the commercial mail room, (vi) why were the ballots not retrieved or provided to the returning officer by election day; and (d) were there any instances, similar to the situation described in (c), in other electoral districts and, if so, how many ballots were involved and what are the answers in respect of the matters asked about in (c)(i) through (c)(vi)?

Questions on the Order Paper  With regard to the Chief Electoral Officer's Report on the 44th General Election of September 20, 2021, and the reference on page 27 to incorrectly printed ballots in Vaughan—Woodbridge and Beausejour: (a) what was the nature of the errors on the "incorrect list of candidates"; (b) what are the details surrounding any contracts related to the incorrectly printed ballots including (i) which printing company or companies produced the incorrectly printed ballots, (ii) the value of the contract, (iii) whether a refund was requested, (iv) whether a refund was received, (v) the amount of the refund, if applicable; and (c) in respect of the incorrectly printed ballots which were used for voting and subsequently rejected during the count, were election officials at polling stations instructed to verify the correct list of candidates on each ballot before handing it to an elector?

Questions Passed as Orders for Returns  With regard to the Chief Electoral Officer's Report on the 44th General Election of September 20, 2021, and the National Register of Electors: (a) in respect of the 92.3% accuracy of registered electors' addresses, as mentioned on page 41 of the report, (i) how many electors are represented by the remaining 7.7%, in total and broken down by electoral district, (ii) how many of the electors referred to in (i) were sent a voter information card; and (b) in respect of Elections Canada's registration letter campaign targeted to "select regions with lower youth coverage", which electoral districts were selected?

Taxation  Mr. Speaker, farmers are paying record amounts to dry grain. Families are paying record amounts to fill their vehicles to get their kids to school and get groceries. The price of gas in my riding is over $1.78. On April 1, the coalition is once again raising the carbon price. People in my riding do not find this April Fool's prank funny.
