Historic Places of Canada Act  Madam Speaker, it is truly a pleasure and indeed an honour to speak in support of Bill C-23. For me, Bill C-23 has really important personal connections. Part of this connection arises from the more than 30 years I spent prior to politics working with Parks Canada. I worked in and managed many well-known and well-loved national parks, such as Pacific Rim National Park Reserve; Yoho, Kootenay and Banff National Parks; Wood Buffalo National Park; and Riding Mountain National Park.

Petitions  Madam Speaker, I have a petition to present today that relates to the horrific war in Ukraine, but in this case from a slightly different perspective. There are members of families of Russian descent and Belarusian descent living in Canada. Many of those citizens do not support Putin's war on Ukraine, the aggressions and the tragic loss of lives we are seeing.

Post-Secondary Education  Mr. Speaker, during the pandemic, our government waived interest on Canada student loans and Canada apprentice loans for two years. We did this because we knew young people were among the hardest hit by job losses. As we look toward the future, we know that student-loan repayment continues to be a top concern for many Canadians, especially those with low or modest incomes.

Business of Supply  Madam Speaker, the IT world is fast moving. In the case I mentioned in my statement, we had a worldwide pandemic facing the world. As a country, we wanted to act to make sure Canadians were safe. This would have extended beyond the capabilities of the public service to do something as quick and complex as was needed, not only for the ArriveCAN app but for all of the other myriad aspects of the project I spoke about, including maintaining the safety and integrity of data.

Business of Supply  Madam Speaker, as I mentioned in my comments, our government's first and foremost priority was the health and safety and protection of Canadians during a worldwide pandemic. The fact that international travellers or Canadians abroad could be bringing COVID-19 and its variants into Canada was a concern.

Business of Supply  Madam Speaker, the government has nothing to apologize for. We were putting the health and safety of Canadians first and making sure we were there in an urgent worldwide crisis, a pandemic. We made sure we were taking every measure to keep Canadians safe. I hope the Bloc is not saying that the money spent was inappropriate when we were protecting the health and safety of Canadians, because members on this side of the House, and I hope members in the opposition as well, want to protect the health and safety of Canadians not only in a pandemic but on all days.

Strengthening Environmental Protection for a Healthier Canada Act  Madam Speaker, I thank the member for Saanich—Gulf Islands for all of her work, over a lifetime, on environmental issues, including on CEPA. She has been a mentor and a friend to me, and I look forward to working with her on possible amendments for this legislation. To the point on the right to a healthy environment, as I commented in my notes, this is the first time that government legislation has included this type of right within its preamble.
