Holiday Greetings  Mr. Speaker, as we prepare to return to our ridings and families, I rise to give thanks today to my children, all of my extended family, my staff Anthony, Conor, Chris and Sam, all of my interns, and all who have worked to support me and the residents of Halifax West. Gender-Based Violence  Mr. Speaker, today is the National Day of Remembrance and Action on Violence Against Women. Thirty-three years ago today I was a law student and remember very well the horrific shooting of 14 brilliant women at École Polytechnique in Montreal. Today is a day we vow to fight back against gun violence and gender-based violence.

Families, Children and Social Development  Mr. Speaker, families in Halifax West warmly welcomed the news that our bilateral child care agreement will provide a second fee cut this year. This represents a 50% reduction in the average fees for families with children in regulated child care spaces. What is more, our government has now established the National Advisory Council on Early Learning and Child Care, which will benefit from the expertise of people such as Christine McLean in my riding.

They are change makers who are helping to build a future with clean air and water, affordable housing and economic opportunities for everyone. I know that no matter where they are from, young people keep our country strong and support diversity and inclusion.

Michelle Poteri  Madam Speaker, I rise today to express my deepest condolences to Stuart Poteri and his family following the passing of his loving wife Michelle. Michelle was diagnosed with cancer last year and fought courageously each and every day with a smile. Her strength and perseverance, despite the difficult battle, inspired all those who knew her.

Disaster Assistance  Mr. Speaker, as Nova Scotians continue to rebuild their lives after hurricane Fiona, they have been helped by the fact that this government has been there for them. Thanks to the hurricane Fiona recovery fund, businesses across my region have been able to begin the process of rebuilding in the aftermath of this horrible storm.

Canadian Women and Girls in Sport  Mr. Speaker, I rise to recognize the achievements of the most decorated Canadian gymnast, 2019 Pan Am games gymnast and three-time Olympian, Ms. Ellie Black, a Haligonian, who has put Canadian athletics on the map and inspired future female athletes. At her seventh world championship in Liverpool, Ellie anchored her team of rookies to a historic bronze medal and earned herself a silver medal on the balance beam.

National Council for Reconciliation Act  Madam Speaker, Bill C‑29 would establish the national council for reconciliation. This council will be a permanent, independent and indigenous-led organization. It will monitor and support the progress being made towards reconciliation in Canada, including the full implementation of the Truth and Reconciliation Commission's calls to action.

National Council for Reconciliation Act  Madam Speaker, I want to remind everybody that following the recommendation of the interim board, a transitional committee was established to review the legislative framework and ensure that the proposed vision and function of a future council was well supported. National Council for Reconciliation Act  Madam Speaker, I look forward to any time the member stands up, because she has a lot of experience and personal connection to this. Absolutely, yes. That is the purpose of establishing and having the composition on the council's board of directors. The board will establish a process for nominating and electing future directors, as well as filling the other posts.

National Council for Reconciliation Act  Madam Speaker, kwe, ulaakut, tansi, hello, bonjour and marhaba. I would like to acknowledge before I begin that Canada's Parliament is located on the unceded traditional territory of the Algonquin Anishinabe people. I am proud today to stand and participate in the third reading debate on Bill C-29, an act to provide for the establishment of a national council for reconciliation.

Lebanese Independence Day  Mr. Speaker, yesterday evening, full of pride for my homeland and the country I love, we gathered to mark the 79th anniversary of Lebanon's independence. I want to sincerely thank all parliamentarians, senators, members of the diplomatic corps and everyone who came yesterday. Lebanese people have contributed to the Canadian mosaic since the 1880s.

Official Languages  Mr. Speaker, as the world gathers in Tunisia this weekend for the Sommet de la Francophonie, it is important to reflect on how our government is protecting the French language and culture here in Canada. Since 2015, the government has been making historic investments to support official language minority communities, and it is the first government to recognize its obligation to protect and promote French across the country.

I was also a parliamentarian in Nova Scotia, and I understand very well the real challenges facing health care and the issue of health transfers. Health care systems across Canada and around the world are facing significant challenges.

Fall Economic Statement Implementation Act, 2022  Madam Speaker, there is no doubt that there is always more to be done. It is a mini-budget. However, as I said in my speech, we are eliminating interest on Canada student loans, we are lowering credit card transaction fees, doubling the GST rebate for six months and providing a $500 one-time Canada top-up.
