Air Transportation  Madam Speaker, in a vast country such as ours, efficient air travel to all regions is essential, but after eight years of the Liberal government, mid-size airports like Regina's are bearing the brunt of airline cutbacks and lack of competition, leaving people in those regions feeling like second-class citizens.

Transportation  Mr. Speaker, under the Liberal government, everything is broken, and nowhere is that more evident than in the travel sector. Last summer, thousands of Canadians were stranded in airports due to cancelled and delayed flights and lost luggage. With summer vacations ruined, many Canadians said to themselves that things could not possibly get any worse, but when the Liberals are in power, things can always get worse.

Questions Passed as Orders for Returns  With regard to the RCMP’s delay in provision of pay stubs or tax notices: (a) why did the RCMP or the government not provide pay stubs or tax notices to members of the RCMP from the suspension of delivery of pay stubs or tax notices by epost to the delivery of pay stubs or tax notices by Gilmore Docuscan; (b) how long was or will be the time period between the end of delivery of pay stubs or tax notices by epost and delivery of pay stubs or tax notices by Gilmore Docuscan; (c) how many members of the RCMP did not or will not receive their pay stubs or tax notices during this period; (d) what are the details of discussions or meetings about this delay, including (i) violation of employment standards legislation, (ii) condition of employment, (iii) tax implications for members; (e) what departments, agencies, offices and individuals were involved in this issue; and (f) what supporting documents exist regarding this issue, including, but not limited to emails, texts, briefing notes, memos and reports, and what are the details of such documents?

Questions Passed as Orders for Returns  With regard to the $1.5 billion funding announcement on April 14, 2021, under the Green and Inclusive Community Buildings program: what are the details of the projects approved to date, broken down by project, including the (i) name, (ii) dollar amount of funds distributed, (iii) name of each recipient of the funding, (iv) location by city and province or territory?

Questions on the Order Paper  With regard to box 9954 “Proceeds of disposition” on the Canada Revenue Agency (CRA) form T2091IND Designation of a Property as a Principal Residence by an Individual (Other Than a Personal Trust): (a) why does the CRA or the government need to know the sale price of the person's primary residence; and (b) what is this information used for?

Questions Passed as Orders for Returns  With regard to Proactive Disclosure and glitches in the travel expenses section of the Open Government website: (a) as of October 27, 2022, why do the expenses of other people with the same last name as the Prime Minister appear when a user enters the Prime Minister’s last name in the search bar, and none of the Prime Minister’s travel expenses appear; (b) have the Prime Minister’s travel expenses been removed from the site, and, if so, why; and (c) if the Prime Minister’s travel expenses are still listed on the site, what is the link to his expenses that functions correctly?

The Economy  Madam Speaker, when the Liberal government was first elected, the Prime Minister declared, “Canada is back.” Unfortunately, it did not say what it was bringing back, namely deficit spending, inflation, economic slowdown and government boondoggles, such as the $54-million arrive scam app, a $237-million patronage contract for ventilators and the half-billion dollar WE scandal.

Oil and Gas Industry  Mr. Speaker, last summer, German Chancellor Olaf Scholz visited Canada and asked us to increase oil and gas exports to his country so that they could stop buying from Russia. The Prime Minister said no. The Prime Minister said that there has never been a strong business case for Canadian oil and gas exports to Europe.

Building a Green Prairie Economy Act  Madam Speaker, it is always a pleasure to rise in this chamber to speak in favour of good legislation and against bad legislation. This evening I am doing the latter. Bill C-235 represents yet another top-down, Ottawa-knows-best approach to the western Canadian resource sector, continuing a legacy that goes all the way back to Pierre Trudeau's national energy program, and also includes more recent legislation, such as Bill C-69, the no more pipelines bill, and Bill C-48, the west coast oil tanker ban.

Taxation  Madam Speaker, according to Regina Food Bank CEO, John Bailey, food bank use in Saskatchewan is up 37% this year. More fully employed working families are turning to food banks just to make ends meet, and with winter on the way and home heating costs set to rise, the problem will only get worse.

Agriculture and Agri-Food  Madam Speaker, in closing, I would like to share some insights about how the government seems to make announcements first and then figure out the details later. In a reply to my Order Paper question, Question No. 89, the government said that it did not even study how rationing fertilizer would affect the food supply in Canada and affect Canadian agricultural production, nor how lower exports would affect the global food supply.

Agriculture and Agri-Food  Madam Speaker, I am pleased to have the opportunity to follow up on the Liberal government's proposed fertilizer policy, which I also raised in the House just before the summer break. On December 11, 2020, Environment and Climate Change Canada released a document entitled “A Healthy Environment and a Healthy Economy: Canada's strengthened climate plan to create jobs and support people, communities and the planet”.

Fall Economic Statement Implementation Act, 2022  Mr. Speaker, the Conservative Party is in favour of a one-for-one policy when it comes to government spending. For every new dollar of government spending we should find one dollar of savings somewhere else. I do not think that is very difficult to do when one considers that the Canada Infrastructure Bank cost $30 billion but has not delivered a single project, and when one looks at the ArriveCAN app that cost $54 million.

Fall Economic Statement Implementation Act, 2022  Mr. Speaker, my view is that it is the role of provincial governments to deliver and implement a lot of these programs. The federal government's focus should be on research into new treatments and technologies that can be used across the country and across the world. That is where I think CIPSRT is in a unique position, in that it does not just talk about the problem, but it has actually developed solutions.

Fall Economic Statement Implementation Act, 2022  Mr. Speaker, the member's question is quite a bit beyond the scope of my intervention. There will always be violent crime, sadly enough, and there will always be earthquakes and car crashes. I hope there will always be first responders to help people when they are suffering some sort of tragedy or crisis.
