National Security Review of Investments Modernization Act  Mr. Speaker, I would totally agree. In my speech, I briefly mentioned the need to really develop and bolster our intellectual property programs and culture in Canada. That is outside this act, which controls investment and the takeovers of Canadian companies. We are studying this in the science and research committee right now, about how exposed a lot of Canadian research and development is to foreign takeover, foreign theft and foreign entities taking our intellectual property because they have the legal right to it.

National Security Review of Investments Modernization Act  Mr. Speaker, I am very happy to rise here today once again to speak to Bill C-34, which would update the Investment Canada Act. I spoke to this bill on Monday. It is now Thursday and not much has happened in the interim. We did consider a report stage amendment and voted on it, an amendment that would have taken some of the powers vested in the minister in this new act and moved them to cabinet.

Business of Supply  Mr. Speaker, maybe the member does not really understand how confidence and supply agreements work. There is an agreement between the parties. The Liberals say they will do X, Y and Z that the NDP would like done, and we will see if that is enough to provide our support in confidence agreements.

Business of Supply  Mr. Speaker, it is kind of obvious. Yes, that is what the New Democrats are proposing. I said in my speech that the GST was never meant to be charged on the necessities of life. We do not pay GST when we go to grocery stores and buy food. However we heat our homes in Canada, and we have to do so, we pay energy bills, whether to electricity companies, natural gas companies or oil companies.

Business of Supply  Mr. Speaker, Bill C-241, as I understand it, was an NDP bill before the member, thankfully, took it up and brought it forward again and it was passed. That is what we should be doing: supporting tradespeople across the country who have to travel. Any other business people can charge their travel expenses.

Business of Supply  Mr. Speaker, we just had a conversation about tradespeople and how important it is to have enough of them. This is not going to happen in one year; it will happen over a number of years. I would have to do some quick math, but, yes, $4 billion can buy only maybe 400,000 heat pumps.

Business of Supply  Mr. Speaker, I will be sharing my time with the wonderful MP for Edmonton Griesbach. I am very honoured, and frankly excited, to stand here this afternoon to speak to the NDP motion that sets out a truly fair, common-sense approach to deal with two of the most important issues of our time: the climate catastrophes we are living through every year across this country and the struggle that many Canadians are facing just to get by.

National Security Review of Investments Modernization Act  Mr. Speaker, if the member had been concentrating and looking at the past voting records in this Parliament, he could see the NDP voting against the government on a number of occasions. We are still strongly debating with the government on issues, and this bill is an example of that.

National Security Review of Investments Modernization Act  Mr. Speaker, as I mentioned in my speech, things have really changed since this was last updated in, I think, 2009 or 2012. Before that, when I was young, this whole regulatory system was brought in because manufacturing plants were largely going south of the border. Things have changed.

National Security Review of Investments Modernization Act  Mr. Speaker, I think there is something to be said for both methods, whether we simply require ministerial decision-making or we want it to go to cabinet. Having the minister being the decision-maker in this case adds some nimbleness to it, and there is something to be said about nimbleness and a quick decision.

National Security Review of Investments Modernization Act  Mr. Speaker, I am happy to rise today to speak to Bill C-34, which would update the Investment Canada Act. This act is designed to do two main things. The first is to ensure that foreign investments in Canada have a net benefit to Canadians. The second is to ensure that foreign investments are not detrimental to our national security.

Small Business  Madam Speaker, small businesses need a real extension to repay the CEBA loans that they used to survive the pandemic. The Liberals' solution is an 18-day extension. That is a cruel insult to businesses in my riding, which are facing a perfect storm of postpandemic recovery, high inflation and, now, impacts from wildfires.

Petitions  Mr. Speaker, I rise today to present a petition from my constituents. They point out that the impacts of climate change are accelerating in Canada and around the world; Canada's current GHG reduction targets are not consistent with our fair share to meet the global goals agreed upon in Paris; subsidizing fossil fuel production is not compatible with the stated goal of reducing greenhouse gas emissions; and the government's continued support of fossil fuels puts our future in danger.

Questions Passed as Orders for Returns  With regard to the Canada Emergency Business Account (CEBA), broken down by province or territory: (a) what is the total number of businesses that received the CEBA loan; (b) what is the total loan amount provided to small businesses; (c) what is the total number of CEBA loans that have (i) been paid back in full, (ii) been paid back in part, (iii) not been paid back at all; (d) what is the total amount of CEBA loans that have been forgiven based on (i) repayment based on terms of the loan, (ii) reasons outside of the terms of the loan; and (e) what is the total number of small businesses that the government expects to miss the deadline for repayment?
