Public Accounts committee  When we looked at Sustainable Development Technology's foundation, we found really significant lapses in governance and stewardship of public funds. There were poorly managed conflicts of interest. There was $59 million awarded to contracts that we believe are ineligible. The 90 cases that you refer to are cases where the records of the foundation indicate there was a conflict of interest, where a member of the board participated in the discussion and then voted on the awarding of a contract.

Prior to my audit, the comptroller general's office asked all the internal audit departments to do work, and then the procurement ombud as well did some work.

Public Accounts committee  I have to tell you that I think it depends. The right answer is, really, that it depends. We highlighted this as something that needs to be looked at because when we audited this program the first time in 2014, that was one of the concerns raised then: that there were constraints because of the 1991 policy that had been updated in 1996, and that it was still constraining.

Public Accounts committee  I am concerned about this, because additional funds were allocated for whatever reason, and the department isn't able to demonstrate to us that they were used for the intended purpose. The focus was on improving existing services rather than expanding the program. In addition, their information technology systems did not contain the necessary details to show us how the funds were used.

What we were looking for was whether they knew they were, first, meeting the requirements of the agreements. What we found was that, in most cases, the RCMP was unable to tell us whether a police officer had spent 100% of their time dedicated to the community, as they were supposed to.

However, when it comes to deciding that services should be essential, it comes with recognizing that you need to understand the full demand for those services.

I can answer it rather quickly and say that we didn't look at the Charter of Rights and the impact linked within Nunavut communities, so I wouldn't have anything further to offer.

Indigenous and Northern Affairs committee  As we previously answered, there are no community tripartite agreements in Nunavut, but the way I would approach this is linked to a finding that we saw around the services provided by the RCMP. I think it starts with being in the community and understanding the community. Also, to be familiar with culture and tradition, you need training beyond the normal sensitivity training that police officers might have.

Is it the right mechanism to have them apply to be part of a tripartite agreement to get access to funding?
